Setting and Reporting

The United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance, including the rule of law, preserving, and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti. BINUH and the UN Country Team are currently implementing the UN Sustainable Development Cooperation Framework (UNSDCF) for the period 2023-2027, in line with the IAP policy for integrated planning, under the leadership of the Deputy Special Representative of the Secretary-General in Haiti, Resident Coordinator and Humanitarian Coordinator.

The position is located in the Office of the Deputy Special Representative of the Secretary-General in Haiti, Resident Coordinator and Humanitarian Coordinator and critical to support the DSRSG/RC/HC in this transition period.

The incumbent will be based in Port-au-Prince and will report to the Deputy Special Representative of the Secretary-General in close collaboration with the Head of the Office.

Responsibilities

Within limits of delegated authority, the Special Assistant will be responsible for performing the following duties: Coordination and Facilitation – Provide substantive and practical support to the DSRSG in implementing the Mission’s mandate and its integrated dimension in consultation with the head of the Office of the Resident Coordinator and as aligned with the UNSDCF 2023-2027.

– Keep the DSRSG informed on all matters requiring her/his personal attention, assist in formulating options as to how matters might be handled, and ensure appropriate follow-up, as directed.

– Organize and manage the DSRSG/RC/HC’s meetings and Mission events, prepare briefings, talking points, written summaries, and conduct follow-up activities, as appropriate. – Develop and maintain collaborative relationships with, as well as promote close engagement and coherence among, mission components, the Resident Coordinator’s Office, the UN Country Team, the Humanitarian Country team, government authorities, the diplomatic community and donors and other national, regional and international partners on coordination and policy matters pertaining to the mandate of the Mission, in line with the Integrated Assessment and Planning Policy.

Political Analysis, Advice and Reporting – With relevant Mission components and head of the Resident Coordinator’s Office, identify, analyze and monitor political developments and emerging issues with respect to the implementation of and reporting on the Mission’s mandate and the UNSDCF, in line with the Integrated Assessment and Planning Policy.

– Assess implications and make recommendations on possible actions, strategies and other measures to address issues of concern and to advance mandated objectives; Monitor, evaluate and report on implementation.

– In cooperation with the Head of Resident Coordinator’s Office and staff as well as relevant mission and headquarters staff, coordinate inputs and draft summary and analytical reports including, but not limited to, situation and analytical reports, briefing notes, notes to file, code cables and input for the reports of the Secretary-General to the Security Council.

Management – Manage DSRSG’s front office planning, tasking, and reporting. – Collaborate with the Head of Resident Coordinator’s Office to develop DRSG office budget in line with the mission directives, monitor and report on the budget implementation.

– Assist in formulating and managing the implementation of the Integrated Office programme of work, including through support to planning and budgetary processes. – Contribute to the Resident Coordinator Office integrated annual workplan planning, implementation and monitoring process and assist with the management of RCO in line with delegated authorities.

– Perform other relevant duties as requested by the DSRSG.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, social science, communications, economics, law, public administration, or a related field.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political affairs, development, humanitarian, diplomacy, or related field is required.

At least one year experience working on integration issues related to collaboration between humanitarian action, development and peacebuilding efforts is desirable. Previous experience on strategic communications and proven excellent writing skills is desirable.

Previous experience working in the front office as a Special Assistant (or similar) to a senior public official is required.

Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English and French (both oral and written) is required.
