JOB DESCRIPTION

Org. Setting and Reporting
This is a temporary position located in the Office of Chief of Staff in the United Nations Assistance Mission for Iraq (UNAMI) and is based in Baghdad, Iraq. The incumbent reports directly to the Chief of Staff.
Responsibilities

Within delegated authority, the Special Assistant will be responsible for performing the following duties: Coordination and Facilitation – Provides substantive and practical support to the Chief of Staff (COS) in ensuring integrated and coherent functioning of the Front Office, through effective direction and management, in accordance with the UNAMI mandate and under the overall leadership of the Special Representative of the Secretary-General (SRSG).

– Organizes and manages procedural and substantive aspects of the meetings held by the Chief of Staff, prepares written summaries and conducts follow-up activities, as appropriate.

– Develops and maintains collaborative relationships with mission components, the broader UN family, government authorities, relevant stakeholders, and other national and international partners on coordination and policy matters. Political Analysis, Advice and Reporting – Identifies, analyzes and monitors political developments and emerging issues with respect to the implementation of the Mission’s mandate.

– Assesses implications and makes recommendations on possible policies, strategies, and other measures to address issues of concern and to advance mandated objectives. – Monitors, evaluates, and reports on the implementation.

– Coordinates/drafts summary and analytical reports including, but not limited to, situation reports, briefing notes, notes to file, code cables, and input for the reports of the Secretary- General to the Security Council. Planning and Administration – Assists in formulating and managing the implementation of the Mission’s programme of work, including through support to planning and budgetary processes.

– Assists in the recruitment process for hiring new staff in the Office of the Chief of Staff.

– Performs other duties as requested by the Chief of Staff.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or related fields.

A first-level university degree with a relevant combination of academic qualifications and an additional two years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field, is required.

Experience in political outreach, facilitation, analysis, advice and reporting is required. Experience working in or providing support to a field operation of the United Nations Common System or a comparable international organization or nongovernmental organization is required.

Experience in a conflict or post-conflict setting is desirable. Previous experience working in the office of a senior public official and/or as a Special Assistant (or similar) to a senior public official is desirable. Experience in assisting in the annual budget preparation and other planning activities is desirable.

Languages

English and French are the working languages of the United Nations Secretariat.

For the position advertised, fluency in English is required.

United Nations Considerations
