Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO’s global mandate and Strategic Objectives.
More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies.
The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management.
FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
Under the overall supervision of the FAO Representative in Somalia, and the direct supervision of the Agriculture Sector Coordinator.
Technical Focus
the incumbent will support implementation of activities linked to crop protection under various projects falling under the Development as well as emergency Programme.
Tasks and responsibilities
• Provide operational support (implementation, monitoring, and reporting) project activities.
• Prepare project work plans, monitor progress and, where necessary, identify corrective measures to overcome operational constraints.
• Support preparations of project budgets, monitoring of project expenses against budgets, and the financial status of the project in close collaboration with the operations team.
• Work closely with key program support functions, including programme sectors, Compliance, M&E, Logistics and Procurement units to ensure smooth implementation of Project activities.
• Prepare and monitor all LoUs/LoAs/contracts with partners related to project implementation.
• Review all reports submitted by the partners against the LoU/LOA/Contracts targets and liaise with them to ensure proper presentation of Lou/LoA/Contract reports and utilization of LoU/LoA/Contacts funds, and initiate payments based on the activities undertaken in the field.
• Prepare technical specifications for the procurement of tools and equipment, initiate and follow-up on procurement actions with the relevant units within FAO.
• Supervise and monitor distribution of project inputs, review agriculture e-voucher received from the Ips, process traders’ payment and money vendor reimbursement by ensuring that they adhere to the compliance procedures put in place by the OIG.
• Organize trainings and capacity building events related to the project/programme with inputs in close consultation with technical teams.
• Guide the field projects team to ensure maximum compliance with FAO Standard Operation Procedure
• Prepare regular updates/reports on project implementation to the Organization/donors in close collaboration with the project team.
• Contribute to the preparation and/or assessment of new project proposals.
• Reporting any challenges or constraints in a timely manner and ensure timely and effective response.
• Prepare technical briefs, manuals, case studies and best practices.
• Perform any other duties, as directed by the Project Manager.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Agriculture, Plant Science, Community Development, Project Management or Social Science or similar qualification
• At least Four years of work experience related to agriculture project implementation/management.
• Working knowledge (level C) of English and Somali.
• National of Somalia.
