Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) in Timor Leste aims to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
FAO Timor-Leste provides support to the government of Timor-Leste for implementing a National Fish Consumption Survey in Timor-Leste under a Technical Cooperation Programme (TCP) for Strengthening government capacities to monitor progress to the Sustainable Development Goal 2 – end hunger and improve dietary diversity through increased fish consumption.
The TCP assistance will address the following technical gaps identified by beneficiaries/stakeholders:
• Provide updated and methodologically sound data on fish and non-fish protein consumption, by urban-rural and coastal-non-coastal areas, to inform government food and nutrition security policies.
• Improve capacity of Timor Leste officials to produce internationally accepted food and nutrition security indicators, such as SDG indicator 2.1.2 (food insecurity experience scale) and dietary diversity.
• Strengthen the capacity of Timor-Leste officials to use/implement cost-effective data collection methodologies (including digital/CAPI questionnaires, area-based sampling methodologies, and GPS-coordinate based data collection/analysis strategies).
• Strengthen the capacity of Timor-Leste officials to improve access to timely food and nutrition data on fish and non-fish food consumption using existing GIS-based tools, technologies and platforms, such as the FAO Hand-in-Hand Geospatial Platform.
• Improve the measurement of national inflation through updated household expenditure basket.
Reporting Lines
The Consultant will report to FAO Representative to Timor-Leste.
Technical Focus
The Food Security and Nutrition Specialist will provide technical assistance to the national technical committee to carry out the Fish Consumption Survey.
Tasks and responsibilities
• Adapt/develop and finalize data collection instrument(s) for food consumption survey, including the excel questionnaire and metadata (data dictionary, etc.)
• Support the government in pre-testing the feasibility of the questionnaire and revising/updating the excel version based on pre-test results.
• Collaborate with the CAPI consultants and NSO technical team to enable their digitization of the data collection instrument in CSPro, for tablet -based data collection.
• Deliver technical training(s) on food consumption survey.
• Develop training materials and support training for enumerators.
• Support the government in piloting the questionnaire and revising/updating the excel and CSPro versions based on pilot results.
• Collaborate with other key stakeholders to conduct supply side analysis of fish and meat protein availability in Timor-Leste.
• Collaborate with NSO, the sampling experts and CSPro/CAPI experts to finalize the sampling design and field data collection.
• Analyze food consumption survey data, manage inputs from technical committee and draft food consumption report.
• Support the national technical committee to present the results to the stakeholders, validate, finalize and disseminate the food consumption data.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or related field.
• Five years of relevant experience in technical cooperation’s related activities, food consumption surveys, policy advice and analysis relating to food and nutrition security, agriculture and rural development, fishery, forestry, monitoring and evaluation of policies and programs.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish)is an asset

• Relevance and extent of experience in working with inter-governmental bodies and multidisciplinary teams.
• Relevance and extent of experience in developing climate information and early warning systems, particularly in the agriculture sectors, agro-meteorological services, and other technical cooperation’s related activities.
• Relevance and extent of experience working with a range of agencies – government agencies at all levels, scientific/research organizations, development partners and NGOs/CSO.
• Understanding of and experience working with governments of developing countries in Asia-Pacific as an advantage
