DUTIES AND RESPONSIBILITIES
Under the supervision of the TCG Project manager the incumbent will perform the following duties:
– Gather and revise references on administrative and legal documents related to the creation and the functioning of national institutions. Consultation and interaction with specialists of various national institutions could be required.
– Develop the documents for the administration and functioning of the ANM, and a draft of the national law for meteorology describing the ANM activities for meteorology, climatology and others.
– Support the establishment of an ad hoc Committee (e.g representatives of ANM, the Administrative Board, relevant national authorities) to contribute on the finalization of ANM documents and monitor their implementation.
– Assist the Director General for the reporting and presentation of ANM documents to the governmental and institutional bodies of Guinea.
The consultant will provide the following deliverables to WMO and ANM:
– Inception report with detailed methodology and work plan .
– Drafts of all required ANM documents.
– Final report with all final deliverables and recommendations.
QUALIFICATIONS | ||
Education Degree in meteorology, climatology, or a field relevant to produce documents supporting the functioning of a meteorological, hydrological, and/or climatological agency, such as administrative legislation and regulations.

Experience 10 years of experience in consultancy. |

Other requirements Availability to participate in online meetings and to perform the task.

Languages Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |

Proposed fee: 390 – 560 USD per day depending upon experience, knowledge and skills.
