Organizational Setting
The position is located in the FAO office in Multan.
Food and Agriculture Organization (FAO) in Pakistan focuses its efforts on poverty reduction, food security, sustainable livelihoods and rural development. FAO has partnered with the Government of Pakistan on research and development, training, extension services and strengthening of the staff capacity in planning and policy making. FAO has supported improvements in agricultural policy analysis, strengthened institutions. Enhanced integrated area development and expanded participation of marginalized and vulnerable communities in sustainable development.

The following position is SB4-SC9
The position is stationed in Multan FAO office but supporting the implementation of the project activities in both provinces of the Punjab and Sindh.
Modelling of climate change scenarios for Pakistan shows that if agriculture and water management in the Indus River Basin continue along a ‘business as usual’ pathway, increasing temperatures and changes in precipitation will pose serious threats to the future livelihoods of farmers and to the Pakistani agricultural sector.
In response to this challenge, the GCF funded project, “Transforming Indus Basin with Climate Resilient Agriculture and Water Management”, will help shift Pakistan and Indus Basin agriculture from its current situation of high vulnerability toward an alternative paradigm wherein better information and farming practices will significantly increase resilience to climate change.
To do this, the project will develop the country’s capacity to get and use the information it needs to cope with the impacts of climate change on agriculture and water management by putting in place state-of-the art technology (Component 1); building farmers resilience to climate change through skills, knowledge and technology (Component 2), and creating a wider enabling environment for continuous adaptation and expanded sustainable uptake of climate-resilient approaches (Component 3).
Reporting Lines
Under the overall supervision and guidance of FAO Representative in Pakistan and direct supervision of the Technical Advisor, technical guidance of the Lead Technical Officers of the project, and in close coordination and consultation with International Officers, National Project Coordinators, governmental counterparts, implementation partners and the project’s other technical specialists, the incumbent will undertake the following activities.
Technical Focus
Hydrology, flow monitoring, weather observations, evapotranspiration measurement, water accounting, water management, and irrigation, providing support and advice to government agencies on water related issues.
Tasks and responsibilities
• Take a lead on coordination with provincial stakeholders in Punjab and Sindh Provinces for implementation of activities under Component 1 of the project.
• Collect and compile all the relevant data, information and materials related to water in both provinces coordinating with the other water experts
• Participate in tender process and supervise instrument installation of weather stations, flux instruments and flow sensors by vendors.
• Provide technical guidance to the other national water experts working for the project
• Develop and review technical training material on component 1 related activities
• Ensure the linkages of component 1 activities to the other two component activities
• Organize training events and workshops for water accounting, use of instruments, water-related software/techniques for stakeholders in Sindh Province and prepare event reports
• Within the present Terms of Reference, carry out other duties as requested by the FAOR, LTO and GCF Technical Adviser
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in water resources/hydrology or a related field;
• 10 Years of proven experience in providing support and advice to government agencies on water related issues or technical or research role in water resources assessment
• Experience in implementing at least 3 of the following project activities
• Procurement and installation of weather stations, flux instruments or other actual evapotranspiration measurement tools
• Procurement and installation of flow measurement tools
• Coordination with senior government officials
• Remote sensing of evapotranspiration
• Organizing trainings on water/agriculture related tools inviting staff from government and academia
• Excellent skills in written and spoken English.
• National of Pakistan.
