Context
Following creation of the Universal Health Coverage/Life Course (ULC) Cluster in October
2019, seven units were proposed to form the technical teams of the new cluster. These were a
combination and re-organization of two teams, from the previous Family and Reproductive Health
Cluster (Child and Adolescent Health and Reproductive and Maternal Health) and five teams from the
previous Health Systems and Services (Health Workforce, Medicines Supply Health Infrastructure
Equipment Maintenance including Health Technologies Medicines and Traditional Medicine, Health
Financing, Health Systems and Governance and Health Information).

The ULC cluster’s mission is to improve health and well-being of different populations at all ages by
strengthening people-centred health systems. The cluster uses a life course approach to improve
and increase access to quality essential health services by supporting countries to have adequate
health policy and planning, robust health financing systems, skilled and motivated health workforce,
required medicines and reliable information for monitoring progress toward Universal Health
Coverage. The cluster contributes to four outcomes of the results of the WHO 13th Global Programme of Work and directly contributes to 12 outputs.

The incumbent will provide support to one of the seven Team Leaders in managing, developing,
coordinating and supervising cross-cutting and technical programmes and initiatives within the team.
The incumbents will act in accordance with WHO policies, rules and regulations and within existing
strategic frameworks in interactions with the relevant parts of the Organization as well as with
external partners.

Task description
• Support the identification and selection of priority outputs, KPIs and outcomes for the teams. Focal person for strategic planning
compliance in the team in the cluster.
• Support respective teams in developing drafts of strategic technical documents aligned with the programme objectives and GPW.
• Consolidate and submit inputs from the teams on costing for operational planning of activities
• Focal persons for planning in their respective teams and ensures the development of their team’s biennial and annual workplans.
• Support the implementation of the operational tools and guidelines in the respective teams
• Assist team in the updating of workplans in GSM while ensuring alignment with changing implementation priorities.
• Identify appropriate tasks and requests for award budgeting in collaboration with technical officers and team leads and follow up
with budget and admin assistants to ensure funding is timely available for implementation
• Continuously monitor all awards in the teams workplan and ensure workplan is 100% IATI compliant.
• Identify the right PTAEO to be used for activity implementation in collaboration with the technical officers and budget and admin
assistants
• Oversee and follow up to ensure teams KPIs are timely monitored and reported upon
• Focal persons for the completion of performance assessments and reporting in their respective teams.
• Support technical officers in the teams in identifying resources for the development of reports and ensuring timely completion and
submission of all technical reports to donors
• Serve as focal person for result-based reporting in teams and ensure there is improvement in the development of quality reports
from teams.
• Support follow up with countries benefiting from grants for early, appropriate, and timely utilization of resources and development of
progress reports.
• Monitor the implementation rates and reporting deadlines and ensure activities and expenditures are aligned with the terms and
conditions set out in individual donor agreements.
• Support development and implementation of framework for communication and collaboration
with internal and external stakeholders (partners, donors, country offices, and staff) including
but not limited to planning and facilitation of events and development of communications supports for team activities.
• Attend meetings with the Team Leader; whenever necessary, prepare minutes and ensure
timely and efficient follow up on implementation of ensuing actions.
• Edit electronic and hard copy correspondence as well as managerial documentation prepared
in English or French for Team Leaders’ signature, ensuring compliance with rules, regulations
and procedures. Initiate responses, as appropriate.
• Execute any other duties as required by the Team Leader.

18 – 80

Nationality
Candidate must be a national of a country other than the country of assignment.

Requirements
Required experience
3 years of experience in project/program management at the national and/or international level in the fields of health service delivery and/or public health
including at least 1 years’ experience within an international context. Experience in strategy development, stakeholder engagement,
program planning, project management and established skills in coordinating with senior leaders or other relevant programmes;
experience in the UN or other international development organization.

• Other desired/mandatory required technical knowledge.

• Excellent oral and written skills; excellent drafting, formulation, reporting skills;
• Accuracy and professionalism in document production and editing;
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners,
including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools
and approaches of communications for development;
• Project Management: Coordination and management of multifaceted projects, consistently delivering on time and within budget;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural
team of international and national personnel;
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet;
familiarity with database management; and office technology equipment;
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
• Desirable: Additional years of proven professional experience in responsible roles in the above-mentioned areas of work.
