Org. Setting and Reporting
This position is located in the UNODC Programme Office in the Democratic Republic of São Tomé and Príncipe (POSTP) with duty station in São Tomé, administratively managed by the Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC).

The incumbent will work under the direct supervision of the United Nations Resident Coordinator in São Tomé. The Program Coordinator will coordinate the joint program UNODC/UNDP/OHCHR on Justice and Security Sector in São Tomé and Principe (later referred to as ‘STP’), which has been put in place following the recommendations of the joint ECCAS-UNOCA strategic assessment endorsed by the Government of STP and building on existing political consensus for justice reform and engagement of civil society in the reform process.

In line with the framework of the UN Global Focal Point for the Rule of Law – the incumbent will report to the UNODC Regional Representative at ROSEN as well as to the UNDP Resident Representative in STP, serving as an additional reporting officer (ARO), and work in close cooperation with the Department of Peace Operations (DPO), Office of Rule of Law and Security Institutions (OROLSI).

The Programme Coordinator will work in the UN House in São Tomé and Príncipe with frequent presence in the offices of the national authorities to ensure close coordination and national leadership and ownership.

Responsibilities
Within delegated authority, the Programme Coordinator as Head of POSTP, will be responsible for the following specific duties: • Act as Head of the Programme Office of the Joint Project on strengthening Justice and Security in the Democratic Republic of SãoTomé and Príncipe (POSTP).

• Coordinate the overall Project and its components implemented by project staff of UN agencies, funds and programme. Individual project staff will retain fiduciary responsibilities directly to their respective institutions, while the Programme Coordinator will ensure overall coherence and represent the Project, including towards partners and Government representatives.

• Provide expert and policy advice to the UN Resident Coordinator, and through him/her to relevant Government interlocutors, if and as relevant, on matters related to the rule of law and justice and security institutions, with a special emphasis on areas that may potentially contribute to conflict, instability and a deterioration of the rule of law.

• In close consultation with the UN country team, conduct analyses of the capacity and roles of the relevant national authorities and key national stakeholders, focusing on the health of key institutions and the governance of the justice and security sectors, including through a conflict prevention lens with a view to provide early warning analysis.

• Promote solid partnerships between UN and key Government’s institutions, civil society, regional and international actors and development partners on issues related to justice and security reform that are relevant to the Project.

• Ensure support to the national authorities and the UN Resident Coordinator in enhancing high-level coordination and partnership mechanisms in the areas of rule of law, justice and security; and ensure close consultation with the Peacebuilding Support Office (PBSO) and OROLSI. • Provide regular reporting to the Steering Committee and to the UN Resident Coordinator on key challenges and on Project implementation in line with the overall peace consolidation objectives.

Ensure quality assurance of the Project-level reporting by the Project staff of individual agencies involved in Project-level planning and reporting, and ensure quality consolidation of results, supported by the Monitoring and Evaluation function.

• Represent UNODC’s presence in STP, ensuring that the thematic issues falling under UNODC’s mandate are fully reflected in the wider programme of work and UN initiatives in the country and serve as the UNODC Focal Point for effective partnerships with UN entities, including joint programmes.

Coordinate with national authorities and UN agencies involved in defining priority Project needs, outreach and resource mobilization efforts. Develop specific donor proposals in support to the Project, if required. • Organize regular Steering Committee meetings, in close coordination with the relevant authorities and the Resident Coordinator Office of the UN in Sao Tomé and Príncipe, according to the requirements of the Project and present overall progress, challenges and opportunities based on Project-level reporting and in-depth analysis of the rule of law and justice and security sectors.

• Ensure effective monitoring and collection of data on Project implementation, and contribute to national, regional and global efforts to show the Project’s contribution to wider UN efforts and the Sustainable Development Goals.

• Identify areas for programme growth in SãoTomé and Príncipe and promote resource mobilization for the Project. Develop and implement initiatives to broaden the funding base of the Project for the participating UN agencies. • Ensure coordination with other actors in the justice and security sectors and enhance the strategic engagement of the UN participating agencies in the justice and security sectors, identifying opportunities for greater coherence and for pertinent UN’s engagement, either through the Project or the UN Resident Coordinator, based on solid analysis of the capacity and roles of relevant national authorities and through a conflict prevention lens.

• Develop and implement a resource mobilization strategy and build partnerships aimed at broadening the donor base, and promoting long-term involvement and financial, in-kind support and resources by national, regional and international public and private sector donors to support the Project.

• Lead advocacy and awareness raising efforts of the Project in SãoTomé and Príncipe and contribute to such efforts at the regional and global level, where applicable. • Ensure that gender considerations are integrated in all strategies, programmes and activities of the Project in the country.

• Collect and analyse data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
An advanced university degree (Master’s degree or equivalent) in law, political or social sciences, public or business administration, economics, international relations or similar area is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible professional work experience in project or programme management relating to access to justice, judicial reform, security sector reform or rule of law in an international setting is required.

Work experience in programme/project management including project planning and coordination, monitoring and reporting is required.

Practical experience in supporting senior level management (Government/UN or similar) in expert and policy advice in the area of justice and/or security is required. Work experience within the United Nations system or similar international organizations is desirable. Work experience with a broad range of partners across government authorities, civil society and non-governmental organizations, UN agencies, funds and programmes is desirable. Work experience with counterparts in the field is desirable.

Experience in data analytics or related area is desirable.

Languages
English and French are the working languages of the United Nations Secretariat.

For the position advertised, fluency in English is required. Fluency in French is desirable. Fluency in Portuguese is also desirable. Knowledge of another United Nations official language is an advantage.
