ABOUT THE COMPANY:

The Office of the High Commissioner for Human Rights (UN Human Rights) is the leading UN entity on human rights. The General Assembly entrusted both the High Commissioner and her Office with a unique mandate to promote and protect all human rights for all people. The United Nations human rights programme aims to ensure that the protection and enjoyment of human rights is a reality in the lives of all people.

UN Human Rights also plays a crucial role in safeguarding the integrity of the three interconnected pillars of the United Nations – peace and security, human rights and development.

 

Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Assists and advises the Chief, relevant and Heads of Sections and Investigative Bodies on planning and resource allocation; reviews, monitors and evaluates activities relating to the implementation of the Branch’s work plan, ensuring optimal use of resources allocated. • Maintains contact with other divisions in OHCHR, sectors of the UN, other international organizations and government counterparts on coordination and policy matters; brief representatives and provides, as appropriate, suggestions and recommendations. • Prepares relevant human rights parts of reports for the General Assembly, HRC, OMP, Annual Report etc.; prepares other documents, briefing notes, talking points and other written materials; ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take. • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) and administrative functions related to staff, in consultation with the Chief of Branch and Section Heads. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of 2 years or more of experience in data analytics or related area is desirable. Experience in human rights programming or related fields is desirable

Languages
For the position advertised, fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
