JOB DESCRIPTION

 

DUTIES AND RESPONSIBILITIES

Under the supervision of the UNDP Regional Stabilization Director or his/her designated mandated representative(s), the Programme Analyst will be part of the UNDP Stabilization team based in Dakar, Senegal and he/she reports to the Regional Stabilization Director. He/she will discharge the following duties and responsibilities:

 

1) Provide technical support to programme management of the Regional Stabilization Facility in the  Lake Chad Basin and Liptako Gourma Region, support to SMDF and NFF: 

  1. Contribute to the overall management of the Regional Stabilization Facility and the Special Multi-Partner Delivery Fund including supporting the DDRRR multi-agency project and the Nexus Funding Facility.
  2. Support the Human Rights Due Diligence Policy by coordinating with Country Windows (CWs) to ensure the successful implementation of HRDDP.This includes tasks like creating presentation materials to communicate HRDDP goals and progress, planning for the next phase of HRDDP, identifying areas for program improvement, and developing guidelines to enhance HRDDP compliance. It also includes identifying and implementing strategies to mitigate potential risks or negative impacts on Human Rights violations.
  3. Facilitate in the organization of regional high-level meetings and events (ex. 5th Governors Forum, Technical meetings, Board meetings/RTCC etc) including through support to administrative and logistic processes.
  4. Contribute to the country windows through field missions, in case support is requested.

 

2) Ensure efficient donors’ relations and production of knowledge products, analysis, drafting and reporting.

  1. Support the elaboration of regional and multi-donors and multi partner proposals (UNDP with other UN Agencies/IONGs and NGOs) and new fundings opportunities, assist in the development of proposals for potential donors, ensuring they align with the goals and requirements of the Regional Stabilization Facility.
  2. Maintain effective communication with donors at the capital level, providing them with necessary information, progress reports, and addressing any concerns or queries they may have and provide substantive support to partnership, resource mobilization and stakeholders’ consultations.
  3. Organize and prepare meetings with donors, including elaborate a Roadshow for resource mobilization for RSF, SMDF and NFF.This includes the elaboration of strategic Talking Points and Briefing notes for the Director of the Regional Stabilization Facility and the Director of the Regional Hub in Dakar, prepare presentations and manage logistics.
  4. Contribute to t the coordination on knowledge products and studies of the Regional Stabilization Facility.
  5. Facilitate the programme Monitoring and Evaluation team by supporting the coordination and elaboration of Bi-Annual Reports and Annual Reports;
  6. Review of strategic documents, donor reports, communication material, including RSF monthly newsletter, regional studies, etc.

3) Ensure effective programme coordination:

  1. Support the collaboration with the LCBC, such as facilitating LoA process, follow-up on the implementation of LCBC activities listed in the SMDF AWP as well as any narrative or financial reporting.
  2. Contribute to the overall coordination of the RSF program with country windows, UN agencies, UNDP stabilization academy, UNDP HQ and support strengthening the regional Nexus approach.
  3. Facilitate the elaboration of the narrative and financial report of European Union funded project respecting any specific guidelines set by the EU.
  4. Oversee financial oversight, financial closures of projects (ex. Through the coordination with CW on open obligations),
  5. Facilitate the recruitment and management of consultants through the GPN Roster, competitive processes and desk reviews and other modalities.
  6. Coordinate with operations, procurement and programme teams to support timely payments.
  7. Support Quantum e-requisitions, creation of receipts, etc.
  8. Other tasks as required by the supervisor.

 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

INSTITUTIONAL ARRANGEMENT

The incumbent will work under the direct supervision of UNDP Regional Stabilization Facility Director or her/his designated representatives.

MINIMUM QUALIFICATIONS OF THE SUCCESSFUL IPSA

Education requirements

Advanced university degree (master’s degree or equivalent) in International Relations, Human Rights, Development, Social Sciences, or other relevant areas, is required. OR

A first-level university degree (Bachelor’s degree) in the areas mentioned above, in combination of 2 years’ experience will be taken in consideration in lieu of a Master’s degree.

Min. years of relevant work experience  Up to 2 (two) years (with master’s degree) or minimum of 2 years (with bachelor’s degree) of  relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects.
Required   skills  Experience in programme management, analysis and development, drafting and reporting is required.

  • Experience with UNDP Stabilization approach at the regional level as well as development and security issues in the Sahel region (preferably in the Lake Chad and Liptako Gourma Regions).
  • Previous experience in supporting country offices with regular field missions.
  • Familiarity with multi-donors and muti-agency programmes at the regional level (experience with Facilities and basket/pooled funds, experience with Nexus).
  • Experience with Human Rights Due Diligence Policy process and familiarity with the HRDDP inter-agency guidance note.
  • Experience in writing, reviewing, and analysing reports and documents writing reports and technical notes.
  • Experience in the design, planning and organisation, in line with UNDP rules and regulations, of high-level meetings, missions, and visits.
  • Experience in managing and/or supporting the project management of security-related projects (Security Sector Reform/Human Security/Stabilization).
  • Previous experience of working with international organisations

and the United Nations system.

 

Required Language(s)  Fluency in French and English is required.
