JOB DESCRIPTION

Duties and Responsibilities
Under the overall guidance of the Representative UNODC COPAK, and in close coordination with Programme Coordinator, the International Consultant will conduct the following key tasks:  Undertake an initial assessment of the Pakistan situational context on airports, civil aviation security policy and related terrorist threats;
 Develop a draft a training manual on air transport/civil aviation related terrorism offences for Pakistan. This manual should: o reflect and be in line with national counter-terrorism policies and legislation; o Incorporate learnings from the just delivered UNODC led trainings on Inflight Security; o Take cognizance of the training capacity of the Ministry of Aviation and provide achievable and realistic proposals; o Incorporate lessons learnt from the 2024 Inflight Security training delivered by UNODC to the Airport Security Force. o Be developed together with a technical team from the Ministry of Aviation and the Ministry of Interior  Take the lead in regular meetings with senior leadership of the Ministry of Aviation and the Ministry of Interior to technically apprise them on various stages of the drafting process;  Undertake a validation of the manual with the Ministry of Aviation and the Ministry of Interior;  Develop a draft training implementation guide for the Ministry of Aviation and the Ministry of Interior.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related field is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. • Knowledge of civil aviation and terrorism programmes is required • Experience in the development and delivery of technical assistance tools and capacity-building training to national officials is required • Knowledge on international best practices related to countering transnational organized crime threats at airports is required • Knowledge on international best practices related to countering transnational organized crime threats at airports is required • Ability to establish effective working relations in a multicultural team environment is required • Demonstrated capacity to communicate effectively; resource management; capacity to plan and organize programme effectively is required • Specialized training in Federal Air Carrier Programme dealing with passenger risk profiling is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
