This position is within the Bureau for Management, Chief Information Officer (M/CIO); Information & Process Management Division (IPM) , at the U.S. Agency for International Development (USAID).
The Bureau for Management, Office of the Chief Information Officer, Information and Process-Management Division (M/CIO/IPM) is responsible for developing and updating the Agency’s ITSP; establishing and maintaining the Agency’s Enterprise Architecture and managing the Agency’s technology standards.

Basic Requirement:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Specialized Experience: GS-09: In addition to the basic education requirement, you MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-07 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Applying the theoretical foundations of computer systems, or operations research to design and implement IT for business needs; b) Using technologies, methods, and procedures for business IT systems; AND c) Researching user and system requirements to translate into effective designs.

Education: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience: GS-11: In addition to the basic education requirement, you MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Applying IT concepts, principles, methods, and practices to computer systems; b) Using IT security principles, methods, commercial tools, products and components in accordance with standard operating procedures; c) Analyzing standard approaches to perform a variety of duties related to the analysis and design of cloud solutions, computer systems, networks, and data structures; AND d) Inspecting the design and operation of information systems to identify and resolve problems affecting the information systems efficiency and effectiveness.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
