JOB DESCRIPTION

POSITION SUMMARY

Position Purpose: The Officer, Awards Management helps direct and supports compliance management and subaward management of a diverse portfolio of awards which includes contracts, grants, and cooperative agreements from a broad set of funders.

Position Overview: This position works with staff from across Winrock to support award related workflows and helps develop and implement systems to strengthen overall compliance with award terms and conditions, applicable regulations, and WI policy.  The Awards Officer assesses and supports the development and implementation of systems to manage sub awards and strengthens compliance with donor and organizational terms and conditions.

 

POSITION RESPONSIBILITIES

  • Provides on-site project and regional training on sub award management and compliance to project staff and sub grantees to comply with WI and donor requirements and builds the capacity of project staff to manage sub awards.
  • Reviews sub awards and modifications, escalates identified problems and risks, and takes the lead in researching and providing advice on disputes concerning contractual issues.
  • Supports program staff in negotiating sub awards and consultant agreements.
  • Supports project start up and close out in implementation of systems and processes to manage sub awards and ensure compliance with prime award requirements and the organizational processes.

  • Maintain up-to-date awards management filing and tracking system based on institutional standards.
  • As requested, visits field offices to assess management of grants, compliance and ensures correct systems and filing are present.
  • Contributes to the development of training materials, guidance documents and other grant related working tools.
  • Serves as the main point for consultant agreements for the assigned portfolio.
  • Facilitate resolution of agreement-related issues and requirements with donor or sub-partner throughout life of award with the help of Sr. Managers in the Awards Management team.
  • Handles requests for donor approvals, authorizations, or waivers, modifications and facilitates responses to donor inquiries with the help of Sr. Managers in the Award Management team.
  • Participates in compliance reviews and supports internal audit reviews and monitoring or facilitation of implementation of corrective action plan, as requested and as related to the Award Management team.
  • Ensures timely compliance reporting like Human Trafficking certifications, VAT, FFATA reports etc.
  • Remains current on changes within the industry through resource sites, publications, and continuing education, and provides training and refresher sessions to staff on pertinent topics.
  • Projects a qualified appearance and cooperative attitude, maintains high ethical standards of integrity; respects confidentiality in representing Winrock International to ensure a professional representation at all times.
  • Performs additional responsibilities as assigned.

 

POSITION QUALIFICATIONS

Education: Bachelor’s degree, or equivalent experience, in Business Administration, International Affairs, English, or related field required. Master’s degree preferred.

Experience:

  • Minimum of 3 years of experience in a business setting or work in a regulatory environment, including experience in U.S. government grants and contract management, required.
  • Experience working with international development organizations in a headquarters or field environment preferred.

Position-Specific Skills:

  • Proficient knowledge of U.S. government acquisition and assistance regulations, such as the Federal Acquisition Regulation (FAR), and 2 CFR 200; experience with USAID, the Agency for International Development Acquisition Regulation (AIDAR), USDA, and/or DOL preferred.
  • Knowledge of international/multilateral funder requirements, such as those for World Bank, Asia Development Bank preferred.
  • Demonstrated ability to evaluate contractual risk while balancing needs of project teams, organization, and funder.
  • Ability to work independently and exercise sound judgment; ability to work collaboratively across a matrixed organization.
  • Demonstrated strong organizational skills, including workflow management, coordinating a variety of tasks simultaneously, and demonstrating flexibility.
  • Demonstrated ability to analyze regulations and interpret and apply contractual principles.
  • Ability to manage priorities while maintaining attention to detail in a fast-paced environment.

 

Computer/Technical Skills: Proficient in MS Office (Word, Excel, PowerPoint, Teams).

Communication Skills: Excellent verbal and written communications skills including writing, editing, and proof-reading required.
