Under the supervision of the I-LEAD Project Manager, the Project Analyst will be responsible for project development and implementation support and ensure appropriate coordination with stakeholders and the project team for timely and high-impact delivery of targets. The Project Analyst will work closely with the project team and UNDP Country Office teams to ensure relevant requirements are fulfilled in a timely manner with the required quality, following standards in line with the UNDP guidelines and procedures.

Duties and Responsibilities
The Project Analyst will work under the immediate supervision of and directly report to the I-LEAD Project Manager. S/he will work closely with the Inception Phase team, project team, the Climate Action Programme Team, the National Commission on Indigenous Peoples and the New Zealand Government.

Specific Functions:

Project development and implementation support:

  • Lead the technical and administrative coordination of project activities, including logistical and administrative support to the Inception Phase implementation in accordance with UNDP rules and regulations;

 

  • Organize and manage project activities such as meetings and stakeholder consultations, including logistical requirements and secretariat support;
  • Assist in the effective oversight and management of contracts, monitoring deliverables and due dates of contractors and suppliers;
  • Provide research and analysis support for project development and implementation;
  • Support the preparation of the Full Funding Proposal, related reports and presentations or knowledge products, and other relevant documents;
  • Prepare periodic reports on project status, including achievements, challenges, and recommendations for improvement;
  • Monitor project activities, expenditures and progress against established work plans and budgets;

 

  • Attend meetings and coordinate with the Climate Action Programme Team for administrative and financial oversight.

Effective resource utilization and partner and supplier management to enable timely and high-impact delivery: With the Project Assistant,

  • Support the preparation and submission of expenditure and budget status reports;
  • Support the monitoring of budget expenditures and maintain a proper record of approved budgets and revisions;
  • Advise and assist the project team on all aspects of financial matters and calculate payments due for claims and services;
  • Prepare requests for payments, reimbursements, or advances;

Partnerships and advocacy:

  • Liaise with project stakeholders such as government agencies, civil society organizations, and community partners to facilitate relationship building and ensure inclusive participation in project activities;

 

  • Coordinate with project partners to ensure alignment with project objectives and timelines;
  • Coordinate with the project team, UNDP Country Office and the New Zealand Government on the implementation of project activities for the achievement of the Inception Phase deliverables.

Knowledge building and management:

  • Consolidate project documents through a centralized system accessible to the project team, UNDP, and other partners, ensuring that filing system is up to date and in accordance with UNDP requirements;

 

  • Contribute to project activities on knowledge sharing by compiling and synthesizing relevant background materials for use in discussions and events;
  • Establish and maintain a database of contacts and project stakeholders;
  • Ensure effective dissemination of and access to information before, during, and after project activities and results;
  • Make sound contributions to knowledge networks and communities of practice

Required Skills and Experience
Education:
  • Advanced university degree (Master’s degree or equivalent) in development studies, business management, business administration, social sciences, environmental management, or related fields; Or

 

  • A first-level university degree (Bachelor’s Degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the master’s degree.
Experience:
  • Minimum up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of experience in management and implementation of development projects;
  • Experience on foreign-funded projects focused on biodiversity conservation and Indigenous Peoples in the Philippines, specifically in supporting community consultations and the FPIC process in the Philippines.
  • At least five (5) years of experience working with the NCIP and other line agencies in the Philippines, international non-government organizations, academe, civil society organizations, and local government units;

 

  • Experience with international non-government organizations, bilateral and multilateral donors, and national government agencies is preferred;
  • Experience in procurement, processing of payments, project budgets, and other administrative processes in development organizations; knowledge of UN and New Zealand processes and systems is desirable;
  • Proficiency in software applications such as Microsoft Word, Excel, PowerPoint, and Outlook is required.
Required Languages:
  • Fluent (both in oral and written) English and Filipino
