Under the overall guidance and supervision of the Programme Manager SCBI, the Programme Officer, Early Recovery & Livelihood provides services through effective and efficient management of the assigned projects within ER Programme, provision of high-quality reports and monitoring of the programme’s progress on the ground and liaise with implementing partners.

 

The Programme Officer works in close collaboration with the operations, programme and project staff within UNDP Syria and other UN and non-UN entities as required to support programme formulation and delivery.

Duties and Responsibilities
  • Effectively lead the planning and implementation of the assigned project’s within ERL Programme, guide the programme staff, and financial management of the programme and measure performance and report on programme results and outcomes to the senior management

  • Develop new programme concepts and proposals for donor funding and support XB office in resource mobilization.
  • Coordinate inputs and results with other humanitarian actors, local authorities and implementing partners including strengthening the capacity of the counterpart teams;
  • Support and advise UNDP’s efforts in the field of Early Recovery and contribute to the ERL Sector in the target areas and mobilize resources;
  • Promote and facilitate networking and knowledge building, sharing and management within UNDP and the ERL Sector.

Under the direct supervision of the Programme Manager (PM) the incumbent will ensure UNDP inputs to national and local level interventions in Early Recovery and Livelihoods.   This will correspond to activities and outputs related to the Early Recovery (ER) component of the Syria Cross Border Initiatives (SCBI)

Required Skills and Experience
Min. Education requirements
  • Advanced University Degree (Master’s Degree or equivalent) in social sciences, development, political sciences, management, project management or relevant related field is required,

Or

  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience 
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of progressive experience in Programme development and management, with focus on planning, monitoring, reporting, and stakeholder and team coordination in international development organizations;

 

Required  skills 
  • Good computer literacy – MS office applications, web-based management information systems
  • Excellent knowledge/experience of Programme management principles and best practices.
  • Experience of working in multi-cultural teams;
