The contractor will support the UNHCR Office in Estonia in assessing the existing referral pathways for forcibly displaced and stateless people victims of GBV, including SEA in Estonia. This includes mapping the social support services and assessment of the existing referral mechanisms, identifying shortcomings and/ or gaps with access to the available services, and developing recommendations for enhancing access, service delivery, and efficiency of referral mechanisms.

 

Required/mandatory competencies:

Educational Background:
Degree (Master’s or PhD) in Social Sciences, Public Health, Gender Studies, Law, Human Rights, International Relations, or a related field.

Professional Experience:
Minimum of 5 years of experience in conducting research and evaluations in the field of Gender-Based Violence (GBV)/SEA, refugee protection, human rights, or related areas.

Experience of conducting similar studies, particularly in the context of forcibly displaced and stateless population.

Technical Skills:

Strong qualitative and quantitative research skills, including data collection, analysis, and reporting.

Proficiency in conducting field studies, interviews, and focus group discussions.

Knowledge and Expertise:
Good understanding of GBV, including SEA issues, particularly in the refugee context.

Knowledge of the legal and policy frameworks related to GBV/SEA and refugee protection in Estonia and the European Union.

Strong communication and presentation skills, with the ability to engage effectively with diverse stakeholders, including government officials, NGOs, and affected communities.

Ability to work independently.

Cultural sensitivity and ability to work in diverse environments.

Other Requirements:
Demonstrated ability to produce high-quality reports and recommendations.

Demonstrated ability of delivering assignments within agreed timelines.

 

Desirable:

Educational Background:
Additional certifications or training related to GBV/SEA, refugee protection, or research methodologies.

Knowledge and Expertise:
Knowledge of local contexts and specific challenges faced by forcibly displaced and stateless persons in Estonia.

Minimum years of work experience (NOTE: candidates with less years of experience cannot be short-listed or recommended): 5 years.

Language: Required: Estonian, English, knowledge of Russian is an asset
