JOB DESCRIPTION

Responsibilities
Within delegated authority, the Senior Security Officer may be responsible for the following duties: • Prepares, reviews, approves, or endorses security management documents for security and safety operations at UN conferences and special events worldwide, including all aspects related to elaboration, development, implementation and updating of the documents. • Establishes and chairs a conference and event management cell, ensures its good functioning and practices, fosters inter agency security coordination. • Advises to and supports the Director DHSSS and Chiefs of Security and Safety Services and agencies of the United Nations Security Management System (UNSMS) with regard to all security-related matters, security policies and procedures related to conference and event management. • Maintains and enhances lines of communication with UNSMS entities, including agencies funds and programmes and security focal points. • Serves as member of the conference and event management Team, contributing to planning, implementation, evaluation of effectiveness of security planning, security operations and implementations of measures aimed at improving staff security and conduct of UN programme activities at external conferences and events. • Maintains cooperation and collaborations with authorities and international institutions, provides security briefing, advice, and security training to SSS personnel and operational partners of the United Nations in all conference and event management matters. • Ensures implementation of safety and security policies of the UNSMS.
• Provides support and oversees the establishment/maintenance of an Emergency Communication System. • Conducts facts finding related to security-related incidents involving UNSMS personnel or eligible dependents attending external conferences and events. • Assists in the response to crisis events and security incidents at external conferences and events. • Develops strategic goals, objectives, plans for the delivery of the substantive activities of the conference and event management team and implements corresponding outputs. • Guides the definition of policies, methods, and standards for the implementation of the substantive activities of the conference and event management team. • Participates in security missions to potential conference venues to conduct physical security assessments and engage with host country law enforcement and emergency services agencies in assessing security risks and coordinate joint security arrangements. • Manages and reports in assets managements for the allocated resources of the assigned office(s), including personnel, budget, and assets. • Develops and manages extra-budgetary funded security projects for special events. • Develops, reviews data, provides inputs for Division reporting. • Identifies and promotes best practices and develops the potential of professional and senior supervisory staff at the DHSSS duty stations and makes recommendations for the appointment of Event Security Coordinators and security management teams for deployment to major special events. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation, and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Perform any other duties as may be assigned.

Education
Advanced university degree (master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations, or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of ten (10) years of progressively responsible experience in security, risk, disaster, or emergency management in the public or private service areas, such as national security, military, or police, or in a corporate environment is required. Of these, at least five (5) years of command and leadership is required. A minimum of two (2) years of experience in UN Security Management System or similar International Organizations within security or related area is required. A minimum of two (2) years international field experience in security operation is required. A minimum of two (2) years international field experience in peacekeeping environment is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
