Background:

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

In response to the ongoing emergency response, NRC is setting up a roster for programme roles that area office could use. We are seeking highly qualified, resilient, dynamic professionals to respond to the emergency and support affected communities.

Specific Responsibilities:

  1. Participate in the expansion, development, coordination, and management of NRC’s ICLA projects in the designated region.
  2. Break down annual work plans into actionable weekly, monthly, and quarterly plans, ensuring alignment with overall project goals.
  3. Monitor, evaluate, and ensure that ICLA project activities are consistent with work plans, budget lines, NRC policies, and standards. Participate in regular field visits (security permitting) to monitor ICLA activities and gather data.
  4. Maintain regular communication with field monitors and implementing partners to verify and triangulate PRMN (Protection and Return Monitoring Network) reports, addressing any queries or issues as they arise.
  5. Act as a focal point for needs assessments and beneficiary selection, ensuring that selection criteria are applied fairly and transparently.
  6. Ensure smooth project cycles from implementation to monitoring, verification of completion, and evaluation.
  7. Support ICLA activities by providing advice and information to clients on relevant legal processes, conducting awareness sessions, and managing local authorities’ capacity-building programs.
  8. Assist in developing and maintaining case management systems and databases, including mapping service providers and updating beneficiary records.
  9. Conduct group information sessions for ICLA beneficiaries through outreach, awareness campaigns, and advocacy initiatives, promoting understanding of ICLA activities and objectives.
  10. Contribute to the preparation of bi-monthly qualitative and quantitative summary reports on ICLA activities, identifying trends, challenges, and opportunities for improvement.
  11. Apply participatory and inclusive processes in project implementation, promoting local capacities and ensuring community engagement.
  12. Ensure that all ICLA activities are implemented in accordance with approved proposals, donor requirements, NRC policies, international standards, and local customs.
  13. Undertake regular field visits (as and when security allows) to verify information with monitors and other concerned parties, and support emergency response efforts as required.

Skills & Experience:

  • Bachelor’s degree or Diploma in Law or a related field of study.
  • At least one year of experience in implementing legal aid or protection projects in a humanitarian or development context.
  • Basic understanding of the legal framework and rights of refugees, returnees, and internally displaced persons.
  • Experience working in complex and volatile environments is desirable.
  • Strong interpersonal and communication skills, with the ability to work both independently and as part of a team.
  • Proficiency in English (both written and spoken); knowledge of Somali is an advantage.
  • Experience in case management and legal counseling is a plus.
  • Familiarity with participatory and inclusive approaches in project implementation.

Contract: Temporary, with deployment during emergencies as needed

N.B: This is a temporary assignment focused on emergency response. Selected candidates will be deployed as needed during emergencies with short-term employment contract.
