Job title: Resilience Programme Manager

Reporting to: Area Manager

Location: Arua

Overall purpose of the role:

The Resilience Program Manager will lead and manage DRC’s contribution to the Uganda Refugee Resilience Initiative (URRI) funded by the Royal Danish Embassy.

The objective of the URRI programme is to enhance climate resilience for women, men and youth in refugee and host communities and promote inclusive, cohesive and environmentally sustainable development in refugee affected areas aligned with local priorities. The programme is fully integrated, aiming for sustainable results through the mutual reinforcement of the three outcome areas;

  1. Enhanced climate adaptation and resilience for women, men and youth in refugee and host communities through inclusive climate-smart agriculture.
  2. Sustainable management of the environment in refugee-affected areas through inclusive interventions leading to enhanced conservation of natural resources, biodiversity, ecosystem services, and productivity, and:
  3. Enhanced gender equality and women’s empowerment and rights among refugees and host communities in relation to agriculture, climate change adaptation and sustainable management of the environment. URRI will start in September 2024 and run to December 2028.

DRC is the technical lead for outcome 2. The resilience program manager will have technical leadership, management, and supervisory responsibility for the overall planning, implementation, coordination and management of the programme that will be implemented in six districts of West Nile.

The Resilience Program Manager will technically lead, guide and oversee implementation, monitoring the overall management of the DRC component of the programme. S/he provides technical and programmatic guidance in planning, reviewing, effective implementation, coordination with consortium partners including budget management, control and forecasting, project monitoring and supportive supervision. Above all, the major purpose of the Resilience Program Manager is to ensure program effectiveness and efficiency; quality program implementation and reporting; provide technical guidance to the implementing team; documentation of best practices including identifying and sharing of human-interest stories. S/he is a focal point to the DRC led Programme Coordination Unit and coordination with consortium partners.

KEY DUTIES AND RESPONSIBILITIES

Programme Planning:

  • Collect, organize and analyze situation /status in West Nile, communicate and notify Area Manager, PCU and all concerned as needs may arise.
  • Led and organize resilience design preliminary assessments and identify needs and priorities of the target populations inclusive of Age, Gender and Diversity considerations.
  • Lead, organize and coordinate baseline, mid-term and endline surveys in co-ordination with the PCU and the MEAL team.
  • Based on past accomplishments and achievements, adjusts program targets, strategies and resources and to ensure appropriate progress toward program objectives.
  • Review and share draft Program Implementation plans with the PCU, staff and partners involved in the implementation and incorporate their input into the plan.
  • Submits Periodic plans (technical and financial) as per established schedules to all program stakeholders.
  • Ensure participation of all stakeholders during program design, implementation & monitoring.

Program Implementation and Follow-up

  • Organizes the implementation process of all set targets planned for the program with the concerned staff working within program departments/section.
    • Ensures that the program operation locations have updated monthly, and quarterly implementation plans.
    • Periodically visit field activities and provide formal and informal feedback to the program staff in terms of progress as well as recommendations for improved performance.
    • Maintains ongoing communication with consortiums and program stakeholders regarding program progress and challenges.
  • Continuously assesses program’s context, assumptions and changes in the working environment to ensure that the program focus, strategies and activities remain relevant and to proposed adjustments when needed.
  • Organize and supervise the implementation of planned activities in collaboration with programme, finance and the supply chain team.

Program Monitoring, Reporting and Documentation

  • Establish/strengthen systems to monitor the implementation of project activities as outlined in the detailed implementation plan
  • Maintain ongoing communication with Area Manager, Head of Programme, the MEAL Manager, the Program Coordination Unit and other relevant stakeholders on project progress, fund utilisation and challenges.
  • Follow up, consolidate and review periodic reports of the project and communicate with all concerned
  • Ensure that reports are prepared and submitted to donors, counterparts in the right formats, on time and in a professional manner
  • Work with Environment Engineers, Environment Officers and Community Engagement Officers to prepare inception, interim, intermediate and final program reports.
  • Participate in resilience and environment related coordination platforms.
  • Explain the project’s activities & objectives to external stakeholders at National and district level as needed.
  • Facilitate joint field visits with consortium partners, government stakeholders and community representatives.
  • Implement other duties assigned by direct line manager, the Area Manager.

Internal and external stakeholder management including implementing partners, local government, as well as donor

  • Participate in joint progress review sessions with implementing partners as well internal learning and review sessions to assess any adjustments needed to the project implementation plans and budget allocations.
  • Ensure timely narrative and financial reporting is secured from all team members, in good time for submission to the donor.
  • Proactively identify and raise with line manager any delivery risks related to implementation partners, and work with partner staff to implement action plans to resolve identified issues
  • Proactively identify any required changes to donor-agreed workplans, objectives and/or budgets, working with the relevant team members and implement any revisions as agreed.
  • Ensure compliance with donor procurement and other contractual requirements.
  • Provide formal representation of the project with respect to key government parties, ensure periodic reports are submitted to them on a timely basis.

Experience and technical competencies:

  • BA Degree / M.A Degree in Economics, Agricultural economics, Management, Development Studies, Sociology and social anthropology, Geography, DRR, Food Security and Livelihoods.
  • Seven (7) years relevant professional work experience in humanitarian organizations (NGOs) out of which at least five years in food security, livelihood and resilience building
  • Previous experience in managing long-term climate change, livelihood and resilience building programs
  • Significant exposure to projects involving networking and multiple partnerships, particularly related to food and nutrition security; Climate resilience and resilience building initiatives.
  • Working knowledge of programming in vulnerable environments, including conflict environments
  • Computer knowledge; Excellent knowledge of English (written and spoken); report writing skill and ability to respect deadlines; willing to share information and communicate transparently; and capacity to develop and maintain team spirit; and capacity to analyze humanitarian context.
  • Good knowledge of the intervention area/region
  • Proven track recording on climate change, gender, livelihoods and resilience building programs designing, implementation and management; good technical skill on needs assessment and analysis; project formulation and monitoring, good knowledge in Climate sensitive food security, livelihood and resilience building programs
  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders and Program implementation consortium NGOs as well as local implementing partners.

Education:

  • BA Degree / M.A Degree in Economics, Agricultural economics, Management, Development Studies, Sociology and social anthropology, Geography, DRR, Food Security and Livelihoods.

Languages

  • Excellent Communication skills in English required.
