JOB DESCRIPTION

OBJECTIVES OF THE PROGRAMME

Assurer le leadership, l’orientation technique et l’appui au Ministere de la sante sur la base des resolutions et recommandations de l’OMS ainsi que du Programme de Transformation du Bureau regional en matiere de prevention, de prediction, de detection et d’alerte precoce, de reponse rapide et efficace aux catastrophes et situations d’urgences de sante publique. Fournir l’assistance technique pour les activites de relevement suite aux effets de catastrophes et situations d’urgence sur la sante publique, y compris les epidemies, en utilisant une approche tous risques de sante publique. La categorie 12 du Budget Programme de l’OMS « Preparation, Surveillance et Intervention » met l’accent sur le renforcement des capacites institutionnelles, internationales, nationales et locales en matiere de prevention, preparation, intervention et relevement pour tous les types de dangers, risques et situations d’urgence menacant la sante humaine. Les capacites sanitaires necessaires en situations d’urgence comprennent celles prevues par le Reglement sanitaire international (2005) ainsi que les capacites a faire face aux risques dans les domaines suivants: catastrophes naturelles, conflits, maladies emergentes oure-emergentes affectant l’homme ou l’animal et susceptibles de donner lieu a des flambees, epidemies ou pandemies, incidents lies a la salubrite des aliments, incidents chimiques ou radionucleaires; et resistance aux antimicrobiens.

DESCRIPTION OF DUTIES

Resume des taches assignees (Decrivez ce que le titulaire doit faire pour atteindre les objectifs principaux ; indiquez les principales realisations attendues):Le / la titulaire s’acquittera des taches suivantes :Aider le ministere de la Sante a elaborer des politiques et strategies globales et integrees pour le Reglement sanitaire international (RSI) et la surveillance integree des maladies et risposte (IDSR).Faciliter la mise en œuvre du Reglement sanitaire international (RSI), y compris la participation au processus de verification evaluation des risques lies aux evenements de sante publique signales.Soutien a la planification et a la mise en œuvre de l’evaluation interne du RSI et de l’evaluation externe commune, y compris l’elaboration d’un plan d’action national. Renforcer les capacites des equipes de surveillance pour une surveillance efficace et soutenue des maladies a tendance epidemique par le biais du depistage, de la gestion des donnees et de la reaction rapide aux epidemies et aux epidemies de sante. Fournir des orientations techniques pour la gestion d’un systeme d’information unifie afin de garantir la disponibilite des ressources de base. Fichiers de donnees par pays et autres informations sur des domaines techniques connexes tels que: l’incidence des cas; donnees de surveillance de la gestion des cas; donnees de surveillance en laboratoire; recherche des contacts, etc. Soutenir le ministere de la Sante et le NCDC dans la mise en œuvre du systeme IDSR electronique et assurer son interoperabilite avec le systeme HMIS.Analyser, systematiser et diffuser des informations et des connaissances techniques fondees sur des donnees scientifiques et fondees sur des preuves ; soutenir l’elaboration des rapports de situation de l’OMS, d’autres rapports de surveillance reguliere et ad hoc connexesGerer la collecte, l’analyse, la production et la diffusion en temps voulu des donnees / informations.Documentation de soutien et publication des interventions relatives a la securite sanitaire et aux situations d’urgence Soutenir la mobilisation des ressourcesAccomplir toute autre tache pouvant etre assignee par les superviseurs

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitaire en medecine, en sciences de la sante, formation postdoctorale en sante publique/gestion des epidemies et urgences/ Action humanitaire/Epidemiologie
Desirable: Master en sante publique ou epidemiologieou domaine similaire.

Experience

Essential: Un minimum de5 ans d’experience professionnelle dans la reponse ou la gestion d’epidemies ou d’urgence; ou dans le renforcement des capacites des pays a repondre aux urgences de sante publique. Experience de terrain dans le domaine des urgences de sante publiques ou des epidemies.
Desirable: Un minimum de 5 ans d’experience de terrain avec l’OMS, le systeme des Nations Unies ou des ONGs dans le domaine de la preparation et les operations de reponse aux urgences et epidemies.Experience dans la conduite et la gestion d’exercices et de simulations. Experience en coordination multisectorielle.

REMUNERATION

Remuneration comprises an annual base salary starting at XAF 32,154,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
