The WBG is a member of the UN Security Management System. It also maintains close working relationships with other International Financial Institutions, such as the International Monetary Fund, the African Development Bank, and the Inter-American Development Bank.
Reporting to the Managing Director and World Bank Chief Administrative Officer, the Global Corporate Solutions (GCS) Department brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services, such as travel, conferences, and multimedia.
Corporate Security (GCSSC) is a division within the World Bank’s Global Corporate Solutions Department. It is responsible for the strategic security program that empowers the WBG to carry out its business worldwide.
GCSSC staff serve at both WBG Headquarters in D.C. and Bank Group offices in more than 100 countries. The division’s mission is to support global operations by employing risk mitigation strategies and promoting the principle of shared responsibility for security and safety.
General
The position of Security Operations Associate (Fire Life Safety HQ Support) will be established in Washington, D.C. The Security Operations Associate, Fire Life Safety HQ Support is part of the Corporate Security Engineering Team – Fire Life Safety HQ. This role reports to, and receives support and direction from the Manager, Corporate Security (GCSS2) through the Senior Security Specialist (SSS) Physical Security Engineering based in Washington, DC. The Fire Life Safety HQ Support works in concert with Security Specialist, Fire Life Safety to deliver subject matter expert advice and consultation services and provide direct support related to HQ Fire Life Safety Portfolio Services.
The Security Operations Associate will provide strategic and executive direction for the optimization of the fire life safety systems and will be responsible for assisting in the design, project management and maintenance of the overall system at the WBG HQ.
Additionally, the position will require regular interaction with other external and internal stakeholders, such as Corporate Real Estate & Facilities, Corporate Procurement, Resource Management, Health Services Department, and property insurance underwriters. Close coordination and collaboration with the Security Specialist responsible for Fire Life Safety program will be required. The incumbent will serve in a full-time capacity and be on-call for emergencies.
Roles and Responsibility:
The Security Operations Associate Fire Life Safety HQ Support works in concert with the Security Specialist responsible for Fire Life Safety to deliver subject matter expert advice and consultation services for the WBG Headquarters portfolio level, with the following specific and general duties.
• Act, in conjunction with representatives from International Finance Corporation (IFC), Corporate Real Estate & Facilities (GSDCR), Corporate Procurement (BPSCP), Liability Insurance, and Health Services Department (HSD), as subject matter focal point on fire life safety matters for offices at HQ, ensuring that these measures are appropriate and meet applicable codes and WBG standards.
• Provide oversight and management of all aspects of the fire alarm system upgrade capital investment project by working closely with the project manager.
• Manage the coordination and execution of fire emergency evacuation drills and stairwell drills for all Bank owned and leased facilities at HQ, including daycare facilities.
• Develop and maintain a Fire Life Safety plan for the WBG HQ offices.
• Ensure that a functional fire notification system is maintained across all offices at Headquarters: the fire alarm system, the emergency notification system, and first responder land mobile radio system.
• Ensure outreach to local fire departments for all offices at HQ offices is collaborated on and executed to foster good relations and familiarization with the facilities.
• Maintain and regularly update the World Bank Group (WBG) Fire Life Safety Framework, as well as coordinate and monitor compliance with and continuous improvement of the WBG’s Emergency and Fire Safety Plan domestically.
• Oversee and manage the Bank’s fire prevention and related risk mitigation programs for offices at HQ in conjunction with the WBG’s Insurance and Liability units.
• Promote fire life safety awareness and emergency preparedness training for all staff throughout the WBG offices at HQ for through various tools, such as training videos, intranet resources, brochures, simulator panels, etc., in collaboration with Corporate Security Communications and Training Team.
• Ensure the Fire Life Safety web page under the Corporate Security Program is regularly updated and maintained as needed.
• Establish a monitoring process for all fire life safety emergencies and alarm incidents at HQ offices.
• Ensure full scale investigations are conducted to determine the root cause and the implementation of required preventive and mitigation measures for all incidents at Headquarters.
• Partner with the Health and Safety Directorate (HSD) in the Health and Safety Working Group to ensure provisions are made for staff accommodation based on the Americans with Disability Act (ADA) and Occupational Safety Health Administration (OSHA).
• Maintain the Staff with Disabilities Evacuation Plans, coordinate all associated training and briefings, and represent FLS on the Staff with Disabilities Working Group.
Selection Criteria
• Education, a master’s degree with 2 years of relevant experience in fire science or fire protection management or a relevant field. A bachelor’s degree in combination with 5 years of qualifying experience may be accepted in lieu of the master’s degree. A career level diploma (at least 3 consecutive years of training) from a recognized fire protection institution, college program, or fire academy may on an exceptional basis substitute for a bachelor’s degree.
• Working knowledge of applying applicable local fire codes and National Fire Protection Associations Life Safety Codes.
• Confirmed experience in the complexities of fire evacuation across multiple buildings of varying occupancy types
• Strong understanding of project management principles, methodologies, and tools. Project Management Professional Certification PMP® or equivalent preferred but not required.
• Prior experience with an international or diplomatic organization preferred.
• Demonstrated experience with operational planning to effectively plan, direct, organize and coordinate diverse activities to ensure effective delivery of a work program.
• Knowledge to communicate fire/smoke related threats and risk mitigation to non-security professionals including senior management.
• Proven proficiency in speaking, reading, and writing English.
• Proven experience in fire life safety resource management, including but not limited to procurement and budgeting.
Specialized Skills
• Certified in Simplex 4100ES Operations Maintenance & Programming
• Certified in Simplex ES Net and TrueSite Workstation for End-Users.
• Demonstrated experience in Fire safety or Project Management for international corporations and/or international or diplomatic organizations.
• Analytical mind, able to analyze, collect, and aggregate information and present data effectively to internal and external clients.
• Familiar with fire safety risk assessment, risk mitigation programs and procedures for operations in various environments
