IFC’s Financial Institutions Group (“FIG”) works through financial institutions to provide much-needed access to finance for millions of individuals and micro, small, and medium enterprises that we would never be able to reach directly. This is an important part of the WBG strategy to end extreme poverty and build shared prosperity. FIG engages in a wide range of themes including Climate Finance, Digital Financial Inclusion, Banking to Micro/Small/Women businesses, Insurance, Capital Markets, etc., with both investment and advisory services delivered through IFC’s global network.

The Alliance for Green Commercial Banks (the Alliance), initiated by the IFC and supported by the Hong Kong Monetary Authority (HKMA) as the Regional Anchor for Asia, is a collaborative membership platform that integrates a community of commercial banks from emerging markets and other stakeholders (including Cornerstone Banks) seeking to expand green banking through knowledge sharing, capacity building, thought leadership, and cross-learning, in order to support and accelerate the green transformation journey of the commercial banking sector. The overall objective of the Alliance is to support and accelerate the green transformation of the commercial banking sector in Asia, thus ultimately contributing to developing the sustainable capital markets of the Asian countries through operationalizing the Alliance and scaling up its activities.

IFC is seeking a Senior Extended Term Consultant/Operations Officer to support the Head of the Secretariat and the overall work of the Secretariat, including managing high-level and complex stakeholder relationships. The Secretariat operates under the guidance of a Steering Committee and an Advisory Panel.

Duties and Accountabilities:

Under the guidance and supervision of the Head of the Secretariat, the Extended Term Consultant/Operations Officer will execute their responsibilities by contributing to and supporting the following areas:

Stakeholder Relationship Management
•  Strategic Leadership and Stakeholder Development: Serve as the principal liaison for the HKMA and Cornerstone Banks. Ensure strategic alignment and address high-level procedural inquiries related to the Alliance’s activities. Lead the development and maintenance of high-impact relationships with key stakeholders, particularly the Regional Anchor HKMA, Cornerstone Banks, and Knowledge Allies.
•  Executive Stakeholder Engagement Strategy: Support and implement comprehensive stakeholder engagement strategies to enhance collaboration, foster long-term partnerships, and drive mutual value creation. Ensure these strategies align with the overarching goals and vision of the organization.
•  High-Level Communication and Consensus Building: Contribute and facilitate executive-level communication and regular updates with stakeholders. Lead efforts to gather strategic feedback, share critical insights, and build consensus on project objectives and outcomes.
•  Conflict Resolution and Relationship Management: Contribute to the resolution of conflicts or issues with stakeholders promptly and effectively, maintaining a positive and productive working relationship. Implement advanced conflict resolution strategies that uphold the integrity and objectives of the Alliance.
•  Cross-Functional Strategic Coordination: Contribute and coordinate efforts with FIG’s regional and global climate teams, as well as relevant IFC departmental functions linked to climate finance (e.g., the Climate Business Department, E&S Department). Drive synergies, ensure strategic alignment, and leverage available knowledge and resources to maximize organizational impact.
•  Stakeholder Satisfaction and Engagement Oversight: Monitor and evaluate stakeholder satisfaction and engagement levels at a strategic level. Provide high-level recommendations for continuous improvement, ensuring stakeholder needs and expectations are consistently met or exceeded. Ensure that stakeholder feedback is systematically incorporated into strategic project planning and execution. Enhance project implementation and identify opportunities for potential future collaboration based on stakeholder insights.
•  High-Profile Representation: Represent the Alliance in high-profile public and internal climate finance meetings on behalf of the Head of the Secretariat when needed.
•  Reporting and Accountability: Report directly to the Head of the Secretariat, providing regular updates on stakeholder engagement activities, challenges, and successes. Ensure accountability and transparency in all stakeholder relationship management functions.
Project Management
•  Strategic Leadership and Oversight: Provide visionary leadership in managing and overseeing all projects through the Project Management Office (PMO). Ensure alignment with the organization’s strategic goals and objectives, supporting the Head of the Secretariat in driving project success.
•  Holistic Project Management: Lead and integrate all project management functions across various dimensions, including membership, partnership, communications, knowledge development, and event management. Ensure the timely and high-quality delivery of all project components, driving excellence and innovation.
•  Executive Governance Coordination: Contribute to the organization of Steering Committee and Advisory Panel meetings, as well as regular PMO meetings. Oversee preparation, documentation, and follow-up actions to ensure effective governance and strategic decision-making.
•  Strategic Planning and Execution: Contribute to the development and execution of comprehensive long-term, mid-term, and short-term project work plans. Ensure projects progress at an optimal pace, meeting strategic milestones and delivering impactful results.
•  Financial Governance: Provide strategic oversight of project budgets and expenditures, ensuring financial sustainability and healthy cash flow for project implementation. Align financial management with organizational goals and strategic priorities.
•  Performance and Impact Monitoring: Lead the internal supervision and strategic monitoring of project progress. Provide high-level reporting on project status, challenges, and achievements to senior leadership, ensuring transparency and accountability.
•  Documentation and Reporting: Oversee the creation of all project management documents, including PMO reports, meeting notes, M&E indicators, project supervision reports, and donor reports. Ensure all documentation is of the highest quality and delivered in a timely manner. Maintain thorough record-keeping and documentation of all necessary materials, ensuring a comprehensive track record for future reference and organizational learning.
External Impact Measurement and Reporting
•  Strategic Impact Measurement: Lead the strategic tracking and measurement of project impact. Oversee the design and implementation of advanced dashboards to monitor member progress and raise awareness of key outcomes, ensuring alignment with organizational goals.
•  Executive Performance Reporting: Direct the preparation of comprehensive and strategic reports on the Alliance’s performance, targets, and resource utilization. Ensure reports are insightful, accurate, and aligned with the organization’s strategic objectives, providing actionable insights for senior leadership.


Additional Executive Responsibilities:
•  Membership Development: Contribute to and drive efforts in membership development, outreach activities, knowledge webinars, and annual events. Ensure these initiatives align with the organization’s strategic goals and enhance stakeholder engagement.
•  Mentorship and Leadership: Provide strategic mentorship and guidance to junior team members, fostering a culture of excellence, innovation, and continuous improvement.
•  Other Duties: Perform other high-level tasks as required by the Secretariat, ensuring alignment with organizational priorities and strategic objectives.

 

Selection Criteria

•  A master’s degree in a related field, such as Business Administration, International Relations, Climate Finance, Sustainable Development, Banking, Economics or Capital Markets. A minimum of 8 years of relevant experience in project management, international cooperation, climate finance, sustainable development, banking, or capital markets is preferred.
•  Strong organizational planning, strategic thinking, and project management skills. Proven record in managing complex cross-market projects, demonstrating the ability to lead multiple modules and ensure timely and high-quality delivery under pressing timelines.
•  Exceptional skills in handling complex stakeholder relationships, particularly with middle to high-level stakeholders. Existing relationships with key stakeholders, especially with the Alliance’s Regional Anchor, are highly desirable. Proven ability to represent the unit in high-profile public and internal climate finance meetings on behalf of senior leadership.
•  Superior verbal, writing, and analytical skills in Chinese and English; proficiency in Cantonese is a plus.
•  Ability to produce project reports and related documents in a timely and efficient manner. Capable  to describe complex issues, approaches, and lessons in a manner that is relevant and understandable to clients/stakeholders.
•  Confident and effective presenter, with demonstrated success in negotiating with counterparts with different objectives. Ability to facilitate executive-level communication and build consensus on project objectives and outcomes.
•  Outstanding interpersonal skills, with the ability to work effectively with internal and external stakeholders. Demonstrates active listening skills by paying full attention and asking questions to clarify client and stakeholder needs and gather required information.
•  Proven ability to work in an international environment; strong interpersonal skills and ability to work effectively with internal/external clients and promote collaboration in a multi-cultural environment.
•  A broad understanding of the economy, sectors, regulatory and industry fundamentals and drivers, industry and market benchmarks, the latest trends and changes, and industry standards or market, including policies and regulations affecting climate business growth.
•  Great team player with the ability to collaborate within the project team and with extended team members. Highly motivated, energetic, and strong attention to detail and quality.
•  Capability of working under pressure to meet tight deadlines. Demonstrated ability to lead the resolution of conflicts or issues with stakeholders promptly and effectively.
•  Willingness and ability to travel frequently and work across time zones.
