JOB DESCRIPTION

Job Summary:

As a Gender Specialist (Gender-based Violence), you will provide technical expertise for advancing all aspects of ADB’s approach to prevention, mitigation, and response to Sexual Exploitation Abuse and Harassment (SEAH) in ADB-financed projects, as well as contribute to wider ADB approaches to addressing gender-based violence in operations. This will include development of necessary institutional procedures, protocols and/or guidance materials, including good practice notes and tip-sheets; direct operational support to sovereign and nonsovereign project teams; design and delivery of capacity development programs for ADB staff, Executing and Implementing Agency’ staff and clients; engagement in dialogue with government officials and private sector clients; collaboration with development partners; and other duties as required.

 

Responsibilities:

  • Develop and enhance key procedures and guidance documents related to prevention, mitigation, and response to SEAH in ADB operations at policy, strategic and business process level, including incident reporting, oversight and support to case handling and management.
  • Support and guide sector teams on the application of processes, guidance and tools to address SEAH risks in ADB projects across all operations, including awareness raising and engagement with developing member country (DMC) partners and private sector clients.
  • Co-manage Technical Assistance (TA) projects on addressing SEAH in ADB-financed projects and contribute to other SEAH/gender based violence (GBV)-related TA projects as appropriate.
  • Design and deliver SEAH/GBV capacity development for ADB staff, consultants, executing/implementing agencies and private sector clients, including e-learning modules, briefings, and workshops.
  • Contribute to knowledge work on SEAH/GBV, including country profiles, service provider mapping, digital solutions, blogs, case studies, and participation at technical events.
  • Collaborate closely with Office of Safeguards (OSFG) on SEAH/GBV related aspects of safeguards policy and practice, and contribute to management briefing on SEAH as required.
  • Build and deepen external partnerships on GBV/SEAH, including engagement with the multilateral development bank (MDB) working group on SEAH.
  • Provide technical inputs, support and coordination, as necessary, to projects and programs with co-financing aggreements.
  • Contribute to a range of other tasks as part of the wider CCGE work program, as assigned by the Director, CCGE, including backstopping of other team members whenever required.
  • Provide leadership, supervision, and support to reporting staff.
  • Ensure the ongoing learning and development of reporting staff

Education:

 

Advertisement
  • Master’s Degree or equivalent in gender and development, international development, social sciences, or other relevant fields; or University degree and at least 5 years specialized experience relevant to the position can be considered.

Experience:

 

  • At least 8 years of professional experience in addressing SEAH/GBV, social safeguards, or related area in several countries, preferably from a similar development organization. International experience working in several countries.
  • Experience and knowledge of safeguarding against GBV/SEAH risks in development operations.
  • Experience or familiarity with MDB policies and procedures for SEAH/GBV and/or social safeguards would be a strong asset.

Skills:

 

  • Demonstrated ability to develop and deliver knowledge work and services including guidance notes, tools, research, and capacity development.
  • (For internal candidates) Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
  • Strong project management experience and organizational skills.
  • Effective written and verbal communication skills in English.
  • Ability to work collaboratively as a team member in a multicultural environment.
