TITLE: Education Officer (subject to donor approval) TEAM/PROGRAMME: Minya team LOCATION: Minya Field Office GRADE: 4 CONTRACT LENGTH: FTA One Year. CHILD SAFEGUARDING: (select only one)
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: The post holder will oversee education interventions implementation mainly safe school common approach and catch-up classes implementation, and will be responsible for the technical, financial and administrative management of the education activities in Minya. The education officer will be responsible for ensuring that the education interventions contribute successfully towards the implementation of the safe school common approach and the catch-up classes implementation. S/he will also be responsible for coaching education staff members working on education interventions. S/he will be also responsible with respective line managers for building external relations with government officials and authorities. SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY :
Program design and implementation
· Participate in the project design and all related surveys.
· Set project indicators and results reporting; ensure that project activities & partners align to achieve these results.
· Ensure project resources are utilized on time, that implementation moves forward according to plans, and that issues are resolved promptly.
· Prepare scopes of work, supervise consultants, and ensure that recommendations are followed up.
· Work closely with the Quality and Communications Officer to provide projects’ communication and marketing materials and documentation, including stories, achievements, and lessons learned during implementation of the project.
· In collaboration with the education specialist, Identify and oversee the provision of technical assistance to partners in the design of activities, and ensure that activities are delivering quality outcomes.
· Developing the necessary plans to build the capacities of teachers and school management on the mechanisms for implementing and supporting safe schools and implementing catch-up clubs to improve reading and writing skills.
· Conduct field visits to follow up on the implementation of Safe Schools and the catch-up classes activities.
· Provide technical support for the partners and support them in developing the education programs according to the project work vision.
· Planning meetings, workshops, trainings, and other activities with MoETE partners.
· Prepare logistics and arrangements for activities including training workshops, meetings, and other activities.
· Write and review reports of training and workshops at district and governorate levels for education stakeholders.
· Support all the program admin work and carry out all administrative tasks to implement the activities
· Provide MEAL with required data and documentation for interventions in line with MEAL regulations.
· Carry out other relevant reasonable tasks assigned by the Education Specialist.
Budget and Grant / Contract Management and Compliance
· Ensure expenditures are approved and follow SCI’s and donor policies.
Staff Management and Development
· Ensure appropriate community staffing within the projects by monitoring the hiring criteria.
· Ensure that all staff understand and can perform their responsibilities.
· Utilize the Performance Management System, define expectations of staff members, develop work plans and improvement plans as needed, and provide technical support for staff development.

QUALIFICATIONS
Bachelor’s degree in Education or equivalent experience.
EXPERIENCE AND SKILLS
Essential
· 5 years overall experience with a minimum of 3 years experience in posts requiring education experience.
· Strong experience in dealing with education government officials at both strategic and operational levels.
· Experience working through/with sub-grants and partners.
· Strong experience in dealing with local communities and CDAs .
· Fluency in English with strong written and oral communication skills required.
