JOB DESCRIPTION

Org. Setting and Reporting
The International Court of Justice is the principal judicial organ of the United Nations. It is composed of 15 judges, elected by the General Assembly and the Security Council. The Court has a twofold role: first, to settle, in accordance with international law, through judgments which have binding force and are without appeal for the parties concerned, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and specialized agencies. The Court is the only principal organ of the United Nations not serviced by the Secretariat and has its own Registry, which provides judicial support to the Court and acts as a permanent administrative organ. The Registry is headed by a Registrar, elected by the Court. The Human Resources Assistant will report to the Associate Administrative and Human Resources Officer under the overall supervision of the Head of the Administrative and Personnel Division.
Responsibilities
1. Administration of staff contracts and Court personnel’s benefits and entitlements: – Carries out on-boarding processes of selected candidates, processes personnel actions (PAs) in Umoja, the Court’s Enterprise Resource Planning (ERP) system, drafts and issues letters of appointment; conducts orientation training; monitors contract expiration dates and processes requests for and takes action on contract extensions; conducts review of staff eligibility for contract conversion. – Processes temporary and permanent staff changes and performs related administrative actions, including those related to inter-agency agreements. – Processes staff benefits and entitlements, including education grant, rental subsidy and others. – Processes personnel actions (PAs) for Members of the Court and ad hoc judges in Umoja, and processes applicable benefits and entitlements. – Processes check-outs and related separation PAs. – Reviews and prepares the submission of documentation to the Pension Fund relating to enrolments, separations and awards for disability benefit. – Advises staff members on entitlements and benefits and processes those entitlements and benefits in the system. – Maintains up-to-date information on the family status of staff members and administers respective dependency entitlements. – Reviews and approves time and attendance requests (maternity leave, paternity leave, certified sick leave, special leave without pay (SLWOP), etc.). – Monitors implementation of and compliance with existing regulations through review of PAs processed in the ERP system, monitors Umoja’s Enterprise Core Component (EEC) reports and staffing tables for a variety of human resources activities. – Advises eligible Court personnel on the Court’s medical insurance scheme and processes related enrolments, including for After-Service Health Insurance (ASHI). 2. Recruitment and placement – Oversees the maintenance of vacancy announcement files and tracks status of vacancy announcements. – Participates in the selection of candidates, including evaluating and screening applications, preparing candidate profiles and conducting roster searches for vacancies. – Acts as HR ex officio member on selection panels; assists in organizing and co-ordinating selection processes and competitive recruitment examinations. – Assists in the filling of posts for all categories, including initiating and following-up on reference checks and academic verifications, ensuring the completion of pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and statements of emoluments. – Reviews and processes pre-boarding PAs. 3. Other HR administration duties – Conducts exit interviews for separating staff members and assists them in final arrangements. – Undertakes research on a range of HR-related issues and assists in the preparation of notes/reports. – Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs tasks related to budget preparations; schedules appointments/meetings, monitors deadlines, etc. – Maintains HR-related statistics and prepares periodic reports as required. – Prepares written responses to queries concerning HR-related matters. – Maintains human resources records in both hard- and soft-copy formats. – Trains and supervises new and lower level staff in the Division. – Performs other duties as required.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
A relevant degree and/or formal training in human resources/administrative services is desirable. Supplemental training and certification as an ERP HR Partner is desirable.
Work Experience
A minimum of seven (7) years of progressively responsible experience in human resources management, administrative services or related area is required. The minimum number of years of progressively responsible experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience of an ERP system such as SAP or Umoja in the area of human resources management is required. Experience in vacancy management in a system such as Inspira is desirable. Experience working for an international organization is desirable. Experience providing guidance to staff on United Nations Common System Staff Regulations and Rules is desirable.
Languages
English and French are the official and working languages of the International Court of Justice. An excellent command of either English or French (equivalent to UN Level III – Advanced Language Competence) and a full working knowledge of the other language (equivalent to UN Level II – Intermediate Language Competence) are required. An excellent command of the second language is desirable.
