Organizational Setting and Reporting Relationship
The position is assigned to the Office of the Vice President for East and Southeast Asia, and the Pacific (VPR2). You will be based at our Headquarters in Manila, Philippines.
You will report to the Vice President for East and Southeast Asia, and the Pacific and will oversee National and Administrative staff.
Your Role
As a Senior Advisor to the Vice-President, you will be responsible for tracking, analyzing, and providing support on the full range of policy, operational, and administrative issues within the East Asia Department, Pacific Department and Southeast Asia Department. Specific responsibilities fall broadly under four categories: (i) Analysis and Judgement on Strategy and Policy Issues, (ii) Operational Analysis and Monitoring, (iii) Liaison/Internal and external Coordination, and (iv) Administration. You will work within the framework of ADB policies, procedures and fiduciary obligations.
You will:
- Stay up to date with main ADB strategy and policy issues and provide VPR2 with concise analysis of these issues along with considered judgment and recommendations.
- Provide input and guidance to senior staff of the East Asia Department, Pacific Department and Southeast Asia Department on Management views on operations and other issues.
- Brainstorm and liaise with staff in advance of VPR2 missions to identify priority issues and develop key messages for Vice President.
- Exercise judgment and make recommendations on the consistency of individual developing member country (DMC) operational programs with Country Partnership Strategy (CPS) and other ADB policies and strategies and the consistency of internal ADB memos and recommendations with ADB guidelines and policies.
- Review and analyze operational documents and memos and make recommendations to the Vice President.
- Collaborate with the Solutions Complex and support departments within ADB.
- Coordinate with staff in the Office of the President, offices of the other Vice Presidents, and the Office of the Secretary.
- Initiate/follow up on discussions with VPR2’s counterparts at other international finance institutions, bilateral development partners, or other counterpart institutions.
- Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
Qualifications
You will need:
- Master’s Degree, or equivalent, in economics, development studies, or related fields; or University degree in economics, development studies, or related fields and at least 5 years specialized experience relevant to the position can be considered
- At least 12 years of relevant experience within the field at senior levels (e.g. leading projects), including loan and TA processing in similar multilateral development organization/international finance institutions
- International experience working in several countries
- Significant expertise within a specific area of ADB’s operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area
- Credible expertise in the field, experience in leading projects, and the ability to share relevant knowledge to benefit the broader ADB community.
- Broad-based exposure to multilateral development bank’s policies and procedures
- Wide-ranging interests in the full scope of policy and operational work
- Outstanding interpersonal/negotiation skills, as well as ability to liaise with Management, senior staff, or staff of other international organizations and government officials
- Keen enthusiasm and a capacity to deal effectively with multiple tasks under tight deadlines
- Strong analytical and organization skills
- Excellent written and verbal communication skills in English

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
