Job Profile

The MEAL Manager (Sponsorship) is responsible for setting and executing a new MEAL strategy for WVL aligned to the country office’s overall strategic vision to maximize beneficiary-oriented effectiveness and impact. S/he is responsible for overseeing the effective implementation of Learning through Evaluation with Accountability and Planning (LEAP) across the full WVL portfolio (Area Programmes).

Major Responsibilities

  • Establish and execute WVL’s Learning through Evaluation, Accountability, and Learning (LEAP) framework for Area Programmes (APs) within the Evidence and Learning framework, aligning with the Our Promise Strategy.
  • Directly manage and oversee Area Programme (AP) MEAL functions, including the MEAL team(s), to deliver high-quality LEAP products throughout the LEAP cycle in APs.
  • Provide leadership in decision-making and strategic guidance to ensure quality, consistency, and compliance with globally guided LEAP standards across all APs.
  • Facilitate the design process (Log frames, M&E plans, DIP, ITT targets, and budgets) for the assigned Technical Programme.
  • Enhance the promotion, measurement, and reporting of sustainability in technical programs by leading and facilitating the integration of sustainability indicators, where relevant and appropriate.
  • Facilitate the APs in setting realistic yearly targets and in the resource allocation process.
  • Develop and oversee the rollout of a long-term capacity-building plan to increase WVL’s ability to deliver high-quality LEAP products.
  • Identify and assess MEAL system and MEAL staff capacity gaps across the APs.
  • Independently expand and enhance WVL systems and processes for monitoring and evaluation to improve quality and impact.
  • Provide leadership to programme teams to enhance compliance, accountability, and quality of programmes.
  • Contribute learnings to advance global knowledge on improving aid effectiveness, working with senior leaders to ensure WVL’s representation at high-level advocacy and knowledge-sharing platforms.

Required qualifications, experience & competencies

  • At least 8 years of professional experience in Design, Monitoring, Evaluation, Accountability, and Learning (DMEAL) with Master’s degree in Science, Technology, Engineering, Mathematics, or Business Administration.
  • Ability to maintain focus and achieve outcomes under pressure
  • Proven track record in autonomously developing and spearheading the implementation of organizational strategies, processes, and tools.
  • Understanding of programme design processes and monitoring/evaluation frameworks
  • Excellent communication skills in English (oral and written). Working knowledge in Tamil and/or Sinhalese will be an advantage.
  • The position requires ability and willingness to travel domestically and internationally up to 40% of the time.
