JOB DESCRIPTION

TITLE: Area MEAL Coordinator
TEAM/PROGRAMME: Area Team/ Program Implementation LOCATION: Magway Area Office
Number of Position: 1
GRADE: NAT 3 CONTRACT LENGTH: Fixed Term

CHILD SAFEGUARDING

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.

ROLE PURPOSE

Under the overall management of Area Program Manager, the Area MEAL Coordinator is responsible for ensuring a robust and effective Area level Monitoring, Evaluation, Accountability and Learning (MEAL) systems are in place as per the Myanmar Country MEAL Framework and donor requirements. MEAL Coordinator will be primarily responsible for coordinating, providing technical assistance to the project teams in the areas of monitoring, evaluation, accountability, learning and knowledge management, research, reporting under Magway area office. S/he is responsible for supporting development and implementation of MEAL Plan for ongoing and new projects. The MEAL Coordinator will support different CO reporting (CAR, KPI, and other thematic reports) under the assigned project of Area Office with support from the Yangon MEAL Manager. The MEAL Coordinator is also responsible for designing and coordinating different studies (baseline, evaluation, research) under the area office. The MEAL Coordinator will be responsible for capture, disseminate and utilization of learning that came out from different MEAL system. The MEAL Coordinator is responsible for developing staff capacity in different aspects of MEAL. The MEAL Coordinator is responsible for ensuring that the MEAL system of all the assigned projects is complying with SCI standards and procedures. He/she will coordinate and consult with Yangon MEAL team to implement these above tasks to ensure standard methods are follow.

Staff reporting to this post: MEAL Officers/IMAs based in Magway Area Office

Role Dimensions: Work closely with project managers and coordinate with Thematic MEALs, Advisors and HOPs. Will be required to have a strong and technical working relationship with the MEAL Manager based in Yangon.

KEY AREAS OF ACCOUNTABILITY

A. Area level MEAL System development/strengthening and implementation
• Ensure that the project/program under the area office have clear strategy and plans for monitoring, evaluation, accountability, learning and impact evaluation – meeting SCI/Donor guidelines.
• Develop appropriate monitoring, evaluation, accountability, learning and impact assessment system for ongoing and new projects in coordination with project/program team and implement these systems to the respective project and program.
• Coordinate to design Indicator Performance Tracking Table (IPTT) and develop appropriate tools to collect progress data
• Coordinate to design Post Distribution Monitoring (PDM) and analysis PDM data
• Support project team of the area office in developing and/ or updating quality benchmark (QB) checklists and prepare an annual monitoring plan
• Provide technical support and participate as required in all other aspects of MEAL at field level, for example, surveys, assessments, baselines, evaluations, joint projects reviews / lessons learned workshops/events.
• Identify and develop MEAL findings sharing mechanism at the area office level to regular share of information with program management.

B. Program Monitoring implementation
• Support field level MEAL teams to conduct quality monitoring against international standards through participatory methodologies (including child-friendly methodologies);
• Ensure that projects under the area office use of quality benchmarks as part of their guidelines and day-to-day practice
• Compile quality benchmark – thematic action plan data of all the project under the area office following maintaining a database and follow up with the project on the implementation of the agreed actions recorded in the action plan tracker
• Works with the project team including partner staffs (where available) to track progress of IPTT (Indicator Progress Tracking Table) for all projects in the area office and implement tools to track progress at outputs and outcomes level as per the logical framework.
• Conduct regular data quality assessment (DQA) of projects within the area office and prepare an action plan and provide support to the projects to improve data management system

C. Accountability
• Ensure that all assigned projects of the area office have strong accountability system which includes all three components of information sharing, participation, and complaints and feedback for all communities and children.
• Works with the Accountability team and program team to support the design and implementation of effective Complaints Feedback and Response Mechanisms (CFRMs) for programming under the area office.
• Setting up and/ or strengthen accountability mechanism at existing and new project in the project under area office
• Maintain Accountability Action Plan Tracker and coordinate with projects in timely responses of the feedback/complaint
• Maintain a central database of the received feedback/complaint come through various methods, such as box, toll free mobile and desk etc.
• Prepare monthly feedback/complaint status report for the program and share with program management staffs
D. Capacity Building and Coordination
• Coordinates and communicates with Yangon MEAL team and support them by providing MEAL related information as and when required.
• Co-ordinates and manages MEAL-related issues between SC and partners and ensures that the MEAL system has been effectively followed
• Implements MEAL capacity building activities (including training, on the job coaching and other appropriate methods) for SCI staff and volunteers and partner staff under the area office especially on Quality Benchmark, Accountability, MEAL implementation, etc.
• Provide training and capacity building for field-level MEAL and program staff as required on MEAL.

E. Research, Baseline, Evaluation Design and Learning
• Provide support to program team in conducting different studies project level baseline, evaluation, needs assessment, PDM and other research studies in in consultation with country office MEAL and research team.
• Provides technical inputs (e.g. review the ToR, proposals, methodology, data collection tools, draft report etc.).
• Prepares summary of each study report, completes the SCI evaluation repository in online Ensure that evaluation reports are using the Evaluation Report Quality Scoring tool and store at central repository
• Assists in the reports to appropriate audiences
• Coordinates dissemination of study findings and any other learning exercise/ event of assigned by area office and shares the learning/ knowledge widely.
• Contribute to program design by bringing forward lessons learned from previous evaluations etc.

F. Management Information System
• Manage the MIS system at the Area office level and ensure quality data is collect and published on time
• Provide information in preparing SC quarterly and country office reporting specifically country annual report (CAR) and quarterly KPI and strategic result report for assigned project under the area office.
• Update and manage MEAL tracking tools (Accountability Tracker; Quality Action Tracker; Indicator Performance Tracking Tool dashboard; Area Evaluation and Research Tracker, IPTT, output tracker Evaluation and research decomposing tool)
• Support in the compilation and analysis of quantitative and qualitative program data and contribute to subsequent reporting of Rakhine field office monthly MEAL reports, flagging MEAL status updates, successes and lessons learned from the MEAL tracking tools
• Ensuring Data Management systems rely on quality data and information for decision making to ECMT/CMT in the area and in Yangon.
G. Child Safeguarding Responsibilities
• Ensure that child safeguarding and child protection mainstreaming are integrated into all M&E frameworks through measurable output and outcome indicators.
• Lead the process of piloting and scaling up local level beneficiary complaints’ mechanisms in relation to staff conduct, with an emphasis on the Child Safeguarding Policy and measure to prevent sexual exploitation of women and children.
• all M&E frameworks include at minimum an indicator to monitor beneficiary feedback (men, women, children) about
a) staff conduct towards in relation to SEA and the Child Safeguarding Policy, and
b) broader programming interventions that might be putting children and women at risk of abuse, exploitation or harm.

PERSON SPECIFICATION

• Bachlor/ master’s degree in related field.
• Fluency in local language required
• Fluency in English, both verbal and written, preferred
• Minimum of four years MEAL experience in either a development or emergency context (depending on the location of this role), preferably with solid experience in more than one of the Save the Children priority sectors: Child Poverty, Child Protection, Child Rights Governance, Education, and Health & Nutrition
• Solid understanding of quantitative and qualitative monitoring and evaluation methodologies, including skills in analysis, documentation and presentation of complex data/information.
• Should be proficient in computer operation, particularly, in R/SPSS, MS-Excel, and MS- PowerPoint
• Experience in designing and implementing Technology based MEAL system/processes.
• Experience of conducting and/or commissioning evaluations.

• Highly developed interpersonal and communication skills including influencing, negotiation and coaching
