JOB DESCRIPTION

Senior Program Officer

 

GGGI is seeking an experienced Senior Program Officer to spearhead the implementation of the abovementioned project and actively support the country office in developing a sustainable program in Cote d’Ivoire. This role involves continuous consultations with government officials and various stakeholders, ensuring effective communication and reporting to the donor in Korea. He/she will provide guidance, feedback, and coaching to the team as needed. Overseeing both internal and external reporting processes, he/she will play a pivotal role in managing project implementation, tracking progress, and implementing corrective actions as necessary. Additionally, He/she will be instrumental in identifying and measuring risks and identifying opportunities for new project pipeline development.

PURPOSE
  • Lead the efficient and effective delivery of KOICA Program and other Cote d’Ivoire programs, including the full project management cycle, and monitoring & evaluation
  • Build the capacity of staff and project partners; supervise, monitor, coach and provide regular backstopping.
  • Ensure synergy and alignment of the Project with the Government of Cote d’Ivoire strategies and directions
  • GGGI’s organizational and Regional Strategy and Country Planning Framework

 

ENGAGEMENT
  • Engage with project team members to organize and coordinate the day-to-day activities, supported by the team members, with Cote d’Ivoire counterparts such as (but not limited to) government agencies, Orange CI, Fondation Jeunaisse Numerique, Better World, schools, universities, and others where applicable.
  • Lead the day-to-day communication with the donor and other development partners to ensure alignment and complementarity and identify opportunities for synergies and cooperation.
  • Represent GGGI in the Project Steering Committee.
  • Originate and develop additional projects, including identifying resource mobilization opportunities and engaging with the donor community in Cote d’Ivoire
  • Work closely with GGGI HQ staff from Legal, HR, Procurement, GGGI Online systems and particularly GGGI Finance team.
  • Provide technical leadership to staff members/consultants and build capacity of internal staff and government officials where applicable in collaboration with the Landscape Lead.

DELIVERY
  • Lead project execution consistent with the project objectives engaging national counterparts and building reputation for quality design and reliable delivery.
  • Manage multi-disciplinary team of staff consultants, and firms, ensuring GGGI’s core values are at its heart at all times making sure staff wellbeing is key for the implementation,
  • Adapt project cycle and enhance project implementation process to ensure project outcomes are delivered as planned.
  • Ensure successful completion of the project deliverables detailed in the Project Agreement.
  • Provide successful team management, ensuring GGGI’s core values are integrated into the team and that staff wellbeing is ensured.
  • Safeguards, Poverty Reduction and Social Inclusion be mainstreamed and/or applied in all deliverables, outputs and outcomes.
  • Ensure compliance with national legal frameworks and alignment with national strategies and action plans under the Agenda 2030 and NDC frameworks.
REQUIREMENTS
QUALIFICATIONS
  • Advanced degree in a relevant field such as Project Management, Finance, Business, Economics, International Relations, Engineering, Forestry (additional relevant experience may be considered in lieu of a postgraduate degree)
  • A minimum of 7 years of relevant work experience, preferably in developing countries in Africa, managing climate change adaptation and mitigation projects and leading team
  • Demonstrated experience in financial management and report writing (in English).
  • Demonstrated experience in Africa including government engagement and project planning is asset
  • Proven success in building productive working relationships with donors and other development partners
  • Exceptional skills in building productive working relationships with colleagues, multiple stakeholders, donors and other development partners
  • Proven team and customer care skills with the ability to train and work cooperatively with a diverse staff and clients
  • Strong knowledge of monitoring and evaluation systems within a performance-based management context.
  • Project Management certifications such as PMP or Prince would be a strong asset.
  • Knowledge of the socio-economic context of Côte d’Ivoire and familiarity with digital skills initiatives and green entrepreneurship-related government policies and programs
  • Experience with the management of projects funded by the Korean government is an advantage.
  • Experience in mobilization of resources from financial institutions and development partners is an advantage.
  • Fluency in English and French (Both written and spoken) are required.
  • This is an international position, requiring at least 2 years of international experience (i.e. experience outside of one’s home country).

WORKING CONDITIONS
  • The Senior Program Officer is an X9 grade level in GGGI’s International salary scale. For the X9 International salary scale, the annual base salary starts from USD 77,904. Determination of base salary is subject to the candidate’s experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
