The Governance Global Practice (GGP) brings together professionals in procurement, financial management, taxation, regulatory policy, transparency, digital governance, law and development, anticorruption, and social accountability to develop innovative, integrated solutions to pernicious institutional problems. The GGP utilizes a problem-driven diagnostic approach, combining global comparative knowledge of reform successes and failures with keen understanding of the institutional challenges and opportunities of developing countries. The GGP engages on core and cross cutting themes including Public Financial Management (PFM); Subnational/decentralization; State Owned Enterprises/Corporate Governance; Tax Administration; Fiduciary Assurance; Public Institutions; GOVTECH, Anticorruption, Open Government and Political Economy.
 
Public Finance and Procurement (EGVPF) Global Unit
 
The EGVPF Global Unit is responsible for issues related to public financial and investment management, procurement, standards and codes around transparent financial management in public and private sectors, corporate governance, state-owned enterprises, corporate financial reporting, tax administration and domestic resource mobilization, fiduciary assurance and governance in sectors.   
 
EGVPF supports regions with analytical insights that help client countries improve results in public procurement, including better value for money, fiscal savings, faster procurement implementation, increased competition for public contracts, attraction of new and qualified bidders among others. In the context of that support, the EGVPF works with very large datasets from public procurement provided by client countries around the world to generate analytical insights that will underpin procurement reform and modernization interventions. EGVPF is seeking a data and research analyst who will be responsible for data preparation, cleaning and analysis tasks related to this public procurement reform program. The data and research analyst will work with EGVPF specialists in the multiple tasks related to implementation of this program.
 
The data and research analyst does not need to show prior experience with public procurement. But knowledge and experience with quantitative methods and working with large datasets, including preparation, cleaning, analysis, and preparation of visualizations are required.
 
Duties and Accountabilities:
 
• Prepare and produce clean datasets from raw operations data coming from multiple sources and in multiple formats. This will involve working with teams for clarifications and corrections, creating and merging various sources of data. It may require programming matching algorithms, linking up with teams for additional information, and performing manual matching; 
• Construct and clean key indicators; 
• Query and extract datasets from client countries as well as the WB’s Enterprise Data Catalogue
• Connect and link multiple datasets from multiple sources in Tableau
• Create, maintain and update interactive dashboards in Tableau
• Publish interactive dashboards in Tableau server
• Produce descriptive statistics
• Produce regression analysis using the datasets in Stata or R
• Contribute to producing reports and briefs for client and the World Bank team
• Document work electronically and prepare the following files: 
a. Data queries provided to teams, responses received, and actions taken; 
b. Data cleaning in one file, (a working master file when multiple clean files are produced); 
c. Merging data and constructing variables; 
d. Scripts or code developed in Stata or R;
e. A dictionary of the final data set.
• Contribute to the analytical work in the unit.
• Other tasks as assigned by the Practice Manager, EGVPF. 

 

Selection Criteria

 

Formal Requirements

• Master’s degree in economics, statistics, political economy, public policy, public administration or a relevant discipline;
• At least 4 years of relevant professional experience working on data and analytics.

Technical Requirements

• Analytic skills, including the ability to conduct research, identify solutions and deliver work that produces meaningful change.
• Technical experience in various aspects of data science – a creative problem solver with strong skills in design and problem formulation; data curation; data acquisition, cleaning and management; data interpretation, analysis; and the presentation and communication of results in an engaging and reproducible manner.
• Excellent working knowledge of modern statistics, scripting and programming languages such as STATA and R and associated software libraries.
• Knowledge and experience working on Tableau to design visualizations and interactive dashboards.
• Technical knowledge of one or more domains of development data such as economic statistics
• Experience and knowledge of methods of data collection, analysis, and dissemination, especially as they relate to economic and social trends. Expertise in time-series data management.
