An exciting opportunity to head up the NRC’s Monitoring Evaluation and Learning Manager.

What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, experienced, and dynamic Monitoring Evaluation and Learning Manager.

More About the Role.

The role holder will be responsible for the strategic direction and quality assurance of monitoring and evaluation in the Ethiopia Country Office. He/she will design and implement the strategy, policies and procedures, and the budget for monitoring and evaluation; as well as generate evidence and learning to feed into programming and decision-making.

What you will do

  • Responsible to develop the CO monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global M&E framework, policy and strategy.
  • Develop CO specific M&E SOPs responding to contextual challenges, according to NRC’s M&E minimum standards ensuring necessary resources
  • Technical input to programme monitoring and evaluation plans, including methodological guidance and resource planning
  • Ensuring the roll out and use of global and regional M&E developments at the CO level. Also leading new technical developments to respond to M&E needs in the context.
  • Provide technical M&E support, guidelines and capacity building across the CO.
  • Line manage CO M&E staff and technical line and capacity building for area office M&E staff

  What you will bring

  • BA/MA/MSc in Economics, Statistics, Business administration, and other related fields
  • At least 4 years of experience in an international NGO preferably in an emergency or post-conflict setting or related field.
  • Technical proficiency in data collection, analysis and research.
  • Excellent computer knowledge with command of MS Excel among other packages of MS Office.
  • Experience on working with software for data collection (e.g. ODK, Kobo toolbox), data analysis (e.g. SPSS, STATA) and data visualization (e.g. Power BI).
  • Ability to present data and convey information clearly and concisely and identify trends

What we offer

Duty station: Addis Ababa, Ethiopia

Contract: 12 months, renewal subject to funding and performance

Travel:30%

Salary/benefits: Grade 9 on NRC’s national salary scale, with accompanying terms and conditions.
