POSITION SUMMARY
The Green Legacy Initiative started by H.E Prime Minister Dr. Abiy Ahmed in 2019, is one of the major contributors to the restoration of forests for their economic, social, and ecological benefits and services. The GLI demonstrates the extent to which Ethiopia recognizes the importance of an integrated national greening initiative that encompasses agroforestry, forest sector development, greening and renewal of urban areas, and integrated water and soil resources management. This initiative will not only contribute towards the country’s long-term social, economic and environmental development goals but also towards meeting its international commitments such as the Paris Climate Change Agreement, the 2030 Sustainable Development Agenda, the AFR 100 and the African Agenda 2063. The government of Ethiopia remains committed to continue the GLI in a sustainable manner to build a better future in a green and climate resilient way.
The overall leadership of implementation of the Green Legacy Initiative is governed by a national Steering Committee (SC), which answerable to the Office of the Prime Minster and advised by the National GLI Technical Committee representing the above-mentioned sectoral institutions. The Ethiopian Forestry Development coordinates the National Technical Committee. Similar structures exist at regional state and city administration levels.
Under the overall supervision of the EFD Director, the consultant will provide substantive and administrative support to the Green Legacy and Plantation Forest Executive. He/she will also liaise with the GLI sectors and other actors, which are engaged in the GLI initiatives at federal and regional levels.
SCOPE OF THE WORK
- Liaise with relevant federal and regional government and non-government stakeholders.
- Closely follow up with the relevant federal stakeholders who have engaged on GLI tree planting activities, monitor status and periodically report back to the EFD.
- Provide support and advice to the GLI implementing and executing stakeholders at federal and regional levels;
- Make sure that periodic updates on the status of the GLI initiatives are properly communicated to the wider public and international community through using proper channels of communications;
- Support preparation of quarterly, annual GLI portfolio reports
- Work closely with the EFD GLI team and federal and regional stakeholders who execute the GLI program;
- Work closely with the Climate Finance Lead and the REDD+ Investment Program Team both at the Ministry of Finance and Ethiopian Forestry Development;
- Work closely with the GGGI Ethiopia Country Team who are engaged in the execution of projects and programs that have direct relevance to restoration of degraded landscapes and forest management;
- Facilitate and organize technical monitoring and support for regions with relevant stakeholders (pre-planting preparation, planting, post planting activities);
DAILY DELIVERABLES
- Keep record of all GLI related data and information including stakeholders, seedlings planted by species type, number of seedlings planted, survival rate related information;
- Keep disaggregated GLI related information and data by regions, city administration and sectors;
- Ensure adequate and timely communication of updates on the status of the GLI initiatives to the wider public and international community through using proper channels of communications;
- Facilitate and organize technical monitoring and support for regions with relevant stakeholders (pre-planting preparation, planting, post planting activities);
- Periodic GLI portfolio reports
QUALIFICATIONS AND EXPERIENCE
- Advanced university degree (master’s degree or equivalent) in Demography and Population, Forestry, Natural Resources Management, or relevant discipline is required.
- A minimum of 5 years of extensive working experience in development, environment, climate change, natural resource and environmental management, project/program coordination, policy development, analysis is required;
- Proven experience in coordination of CRGE and GLI related projects and programs;
- Track record of successfully working with governments on climate change issues and sustainable development agenda;
- Excellent organizational and communication skills;
- Ability to work as a part of a team, sharing information and coordinating efforts within the team;
- Full computer literacy in internet searching and Microsoft Office programs i.e. MS-Word, MS-Excel and MS-Power Point;
- The consultant will report to the EFD Director and work closely with the CRGE Facility team members in the Ministry of Finance.
- Good communication skill both in writing and oral including networking and interpersonal skills;
- Proven ability to persuade and influence others to cooperate.
- Organizes and prioritizes work schedule to meet needs and deadlines;
- Establishes, builds and sustains effective relationships within the work unit and with internal and external clients;
- Proven ability to build strong relations with partners, clients for positive feedback;
- Ability to undertake and apply gender analysis to ensure gender equitable solutions
- Possesses a deep understanding of the CRGE Vision, NDC, Ten-Year Development Plan, and Low Emission Development Strategy, showing a commitment to achieving results while observing deadlines.

ADDITIONAL INFORMATION
(1) Reporting
The consultant will report to the EFD Director and work closely with the CRGE Facility team members in the Ministry of Finance

The consultant shall maintain confidentiality and not disclose any proprietary or confidential information related to the consultancy or the Government without prior written consent.
