Terms of Reference

Nature of Position:
Field Assistant will support the operational component of the Durable Solution Unit in the Sub-Office Boa Vista, working closely with the indigenous refugee population.
As so, she/he will support the implementation of the Durable Solutions strategy approved by the Operation and the annual action plan. Responsibilities include identifying potential durable solutions and integration responses, engaging in community activities and referring individuals to relevant services, and working closely with implementing partners and stakeholders to enhance access to employment, entrepreneurship opportunities, and income generation. He/she will also report relevant activities to the head of the unit, identify challenges and opportunities, and perform other related duties as required.

Operational Context
Since early 2015. Around 7 million Venezuelans have left their country and many reach Brazil through the border between Santa Helena de Uairén and Pacaraima. In 2022, on average, around 330 Venezuelans crossed the land border daily and received the support of Operação Acolhida, the humanitarian response by the Brazilian Federal Government that receives vulnerable persons in displacement to the humanitarian crisis in Venezuela.

Operação Acolhida is based on 3 axes: border monitoring, sheltering, and internal relocation(interiorization). Interiorization is a strategy put in place by the Brazilian government with the support of different UN agencies and civil society organizations, and it is the key strategy for releasing pressure on the local public services in Roraima, as well as for expanding socioeconomic integration opportunities for refugees and migrants in other states in Brazil.

Desired Candidate Profile: The Field Assistant will collaborate with UNHCR partners, government agencies, the private sector, financial service providers, and other relevant stakeholders to enhance the economic inclusion and self-reliance of forcibly displaced and stateless people, as well as host community members. The incumbent will also support collaboration with other UNHCR cross-cutting areas such as protection, education, cash assistance, partnerships, research and analytics, solutions, and complementary pathways.
To document good practices, track results, and generate knowledge, the Field Assistant will work closely with their supervisor to utilize UNHCR databases and support regular information sharing and coordination among humanitarian, developmental, and governmental stakeholders. He/she will assist in mobilizing refugees of different ages, genders, and backgrounds, ensuring that all stakeholders fully understand the potential for the economic inclusion of refugees and host community members. Additionally, he/she will help communicate opportunities to forcibly displaced and stateless people. Experience in humanitarian contexts and fluency in Portuguese and Spanish are desirable.

Field Assistant

Organizational Setting and Work Relationships
The Field Assistant is normally supervised by the Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor exercises close control and regular review of the work processes and provides regular advice and guidance.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
– Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
– Collect data and other information relevant to UNHCR and report to the supervisor accordingly.
– Keep regular contacts with local authorities and implementing partners as requested by supervisor.
– In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
– Liaise with local authority counterparts, partners and populations of concern.
– Direct incidents and problems to the supervisor when they cannot be resolved at their level.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.
