Result of Service
The ultimate result of the service is a redesigned recruitment process from job requisition to selection part of the Staff Selection 2.0 programme at the United Nations Secretariat. The consultant is expected to conduct research, facilitate workshops, liaise with subject matter experts, and provide recommendations in report format.

Duties and Responsibilities
The Staffing Diversity and Outreach Section (SDOS), located in the Strategic Talent Management Service (STMS) of the Global Strategy and Policy Division (GSPD) is seeking a consultant to assist with its talent management in its change management initiatives of the Organization. The GSPD provides policy, strategic leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth, performance management; including Organization-wide mobility. As endorsed by the General Assembly in the HRM Resolution (A/RES/77/278), the consultant will assist in the redesign of recruitment approaches and processes as part of the strategic Staff Selection 2.0 programme with the aim to make the staff selection process effective, efficient, fair, and agile. The overall objective of the assignment is to redesign the recruitment process used in the United Nations Secretariat, including looking at the process, technology and people involved. The consultant is expected to work with the UN Secretariat GSPD staff and other relevant Subject Matter Experts to get an understanding of the UN content material and organizational context. The consultant will work with the GSPD project team under the supervision of the Chief of the Staffing Diversity Outreach Section to deliver specific items from below list of project outputs: • Identify global best practices in recruitment that help remove bias and improve efficiency, effectiveness, and agility in the recruitment process, including public and private sector and international organizations that recruit from a diverse talent pool; • Facilitate workshops with SMEs within the UN to review the current recruitment process; • Co-create the new recruitment process with a view to ensuring equal opportunities for a diverse applicant pool, eliminate any potential bias, efficiency improvements to meet the 120-recruitment timeline and effectiveness to ensure quality of candidates; • Recommend options for processes, methods and tools that are universal and not unintentionally favoring any gender, age group, nationality or other demographic sub-group characteristics; • Provide guidance on how selected or revised methods and tools for recruitment can be implemented and integrated with current talent attraction and recruitment practices; • Ensure input from all stakeholder groups across the United Nations Secretariat; • Deliver outputs in written report format;
Qualifications/special skills
Master’s degree in human resources management, talent acquisition or recruitment, industrial and organizational psychology, psychometrics, testing and measurement, Organizational Development or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of seven years of experience in human resources management or related fields is required. Experience in talent acquisition or recruitment, with a particular focus on process design, candidate selection methods and tools is required. Experience with project management involving multiple stakeholders and change initiatives is required. Experience in business process reengineering is required. Experience in facilitating collaborative initiatives or working groups focused on recruitment process redesign is desirable. Experience in report drafting and communication is desirable. Experience in organizational change and diversity and inclusion in organizations is desirable. Proficiency in written and oral communication skills. Proficiency in (1) active listening, (2) awareness of others and their behaviours, (3) guiding others to consensus and (4) critical thinking. A good knowledge of human resources principles and practices, particularly in the context of recruitment, diversity, and inclusion.
