JOB DESCRIPTION

Organizational Setting

The position is located in the FAO Quetta office. The Food and Agriculture Organization (FAO) in Pakistan focuses its efforts on poverty reduction, food security, sustainable livelihoods and rural development. FAO has partnered with the Government of Pakistan on research and development, training, extension services and strengthening of the staff capacity in planning and policy making. FAO has supported improvements in agricultural policy analysis, strengthened institutions. Enhanced integrated area development and expanded participation of marginalized and vulnerable communities in sustainable development.

The position is at SBIV-SC8 level.

Reporting Lines

Under overall supervision of the FAO Representative (FAOR) in Pakistan and in close coordination with Assistant FAO Representative (Program), the incumbent will report to the International Program Coordinator in Balochistan in close collaboration with project team in performance of the following tasks and duties.

Technical Focus

Ensure the timely execution of project activities with high-quality outcomes, adhering to international standards for rural infrastructure development. Provide technical support in structural designs, prepare tender documents, and implement Quality Assurance/Quality Control measures for all civil works in line with the FAO program in Balochistan.

Tasks and responsibilities

•    Guide irrigation and hydraulic engineers (from the line department or the TWG) in preparation of detailed construction management plans, procurement plans and Quality Assurance/Quality Control (QA/QC) measures for successful implementation of civil works;
•    Guide and supervise surveyors in carrying topographic surveys and measurements using different survey tools and equipment (level, theodolite, total station, GPS, etc);
•    Ensure the preparation of QA/QC plans clarifying required tests by scheme, test results, proper use of equipment, remote asset management, compliance with QA for payments, etc.
•    Provide technical support to field engineers in using QC tools, site logbook, technical specifications, engineering drawings;
•    Report to the management timely alerts on complaints, triggered risks and deviations from design, scope or quality for necessary remedial measures and timely actions;
•    Review any required variation order and provide advice to the Management Team in accordance with the contract clauses;
•    Review all claims submitted by the Contractor and provide advice to the Management team on the validity of the claim, impact of such claim on the construction schedule and the cost of the project;
•    Review and clear Contractors’ bills in accordance with contract provisions; including all technical measurements and rates; verification of QC tests; determination of remaining activities on the basis of work plan, BOQ and specifications;
•    Plan the execution of all civil related works and coordinates the works to electrical, mechanical or related specialists.
•    Monitors the actual physical works at site using effective performance and reporting tools.
•    Maintains and submits site daily reports/logbooks, inspection requests, estimates and all applicable monitoring reports on regular basis.
•    Be directly responsible for the safety of all infrastructure/construction personnel of the civil works by ensuring that the project execution will be done according to all applicable health, safety, sanitary and environmental standards.
•    Conduct ad-hoc and regular meetings with contractors to discuss issues and problems affecting the progress to take corrective measures in consultation with Technical/ Project lead;
•    Advise on resolution of contractual disputes/bottlenecks related to civil work contracts;
•    Assist in preparation of various follow up letters/reminders/contractual notices for the contractors;
•    Assist in organizing seminars or workshops on relevant contract management challenges and lessons learned;
•    Liaise closely with the M&E team and partners to ensure the findings are recorded and shared as necessary for baseline, evaluation and planning information;
•    Liaise and identify possible synergies between the project, implementing partners and river Basin Technical Working Group (TWG) to support in promoting participatory monitoring and evaluation (PME) of the project activities by communities;
•    Support the technical team in integrating community inputs to improve the social, environmental and economic impact of the productive infrastructure;
•    Assist in preparing monthly, quarterly and biannual progress reports towards the work plans and the stated objectives;
•    Perform other tasks as requested by the Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements   

•    University degree in Civil/Structural Engineering.
•    08 years’ work experience in disaster hit areas, emergency programmes, particularly in field positions is desirable;
•    Good working knowledge of English and languages in Balochistan;
•    National of Pakistan

Technical/Functional Skills 

•    Work experience in more than one location or area of work, particularly in field positions is desirable
•    Extent of experience in civil works for productive infrastructure associated with design and construction of service premises, Water Management, Irrigation and Drainage projects,
•    Experience working with or in international and donor organizations with implementation of participatory project,
•    Experience in project management, planning, implementation of programmes related to construction / infrastructure design and development;
•    Extent of experience in Assessment of Technical feasibilities, technical specifications of rural water infrastructure; related Policies and Studies;
•    Experience in Engineering Codes and related Software’s (word, excel and AutoCAD);
