JOB DESCRIPTION

Result of Service
The Senior Testing and Commissioning Specialist shall provide an unbiased objective view of the systems installation, operation, and performance relating to the mechanical, electrical, and plumbing systems, including information and communication technology networks, lifts, fire detection and protection, ventilation and air conditioning, natural and artificial lighting, security access control system. • Organization and leadership of the commissioning supervision with primary responsibility to ensure systems are functional, inform on the status, integration, and performance of systems within the Works. • Preparation of construction-phase Commissioning Plan and collaboration with Contractor and appropriate Subcontractors to ensure testing and inspection procedures and commissioning activities are coordinated with overall Project schedule. • Scheduling: work with the Contractor according to established protocols to schedule the commissioning activities, and integrated into the master schedule, and to make necessary notifications in a timely manner in order to expedite the Commissioning process. • Review and comment on submittals from Contractor for compliance with the Project Requirements, Basis of Design Documents, Contract Documents, and construction-phase Commissioning Plan. Review and comment on performance expectations of systems and equipment and interfaces between systems relating to the Project Requirements and Basis of Design. • Convene Commissioning team meetings for the purpose of coordination, communication, and conflict resolution; discuss progress of the Commissioning processes. • At the beginning of the construction phase, conduct an initial construction-phase coordination meeting for the purpose of reviewing the Commissioning activities and establishing tentative schedules for operation and maintenance submittals; operation and maintenance training sessions; testing, adjusting and balancing the Works; and Project completion. • Observe and inspect construction and report progress and deficiencies. In addition to compliance with the Project Requirements, Basis of Design, and Contract Documents, inspect systems and equipment installation for adequate accessibility for maintenance and component replacement or repair. • Coordinate with the Contractor to ensure functional testing procedure of each system/equipment are fit for purpose and practical. • Observation of Tests: Coordinate, witness and document Project specific tests, inspections, testing and Startup procedures according to the Inspection and Test Plan (ITP) (performed by the Contractor and Subcontractors) as required prior to the commissioning to ensure equipment and system installation, quality, operation, and performance meets the Design Intent and Sequence of Operation. The Senior Testing and Commissioning Specialist will provide technical expertise to oversee and verify the correction of open issues found during the commissioning process. • Ensure test data, inspection reports, and certificates are compiled and that they in the systems manual and Commissioning report. • Acceptance: Coordinate on the date of acceptance and Startup for each component and system for start of the Warranty Period. • Review Project Record Documents for accuracy. Request revisions from Contractor to achieve accuracy. • Review and comment on operation and maintenance documentation and systems manual outline for compliance with the Project Requirements, Basis of Design, and Contract Documents. • Prepare operation and maintenance training program and provide qualified instructors to conduct operation and maintenance training. • Prepare Commissioning reports. • Assembly of the final Commissioning documentation, including the Commissioning report and Project Record Documents. • Resolution of Potential Disputes: perform research to determine the scope and extent of the dispute and educate the involved parties as to the nature and extent of the dispute. This shall include technical and financial aspects of the dispute and offering advice on corrective action. The Senior Testing and Commissioning Specialist is responsible for ensuring construction works are carried out in accordance with the terms of the contract, approved drawings and submissions, and applicable codes and standards. Duties and Responsibilities
This position is located at the Seismic Mitigation Project (SMP) within Division of Administration of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Bangkok, Thailand. The Senior Testing and Commissioning Specialist reports to the SMP Project Engineer and is responsible for all technical issues relating to the mechanical, electrical and plumbing, and the public health engineering aspects of the project. The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region. Within delegated authority, the Senior Testing and Commissioning Specialist will ensure that all building systems including the mechanical and electrical systems have been installed in the prescribed manner, are functionally checked and capable of being operated and maintained to perform per the Design Intent and that verification of proper installation and operation is documented.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in engineering, architecture or other related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Holders of Higher Diploma or Professional Diploma at QF Level 4 in electrical engineering, mechanical engineering, fire safety, HVAC or relevant discipline, or equivalent, with 10 years’ relevant work experience is acceptable. Successful completion of both degree and non-degree programs in Engineer is an advantage. A minimum of five years of progressively responsible experience in a building mechanical-electrical plumbing engineering or related area.
Languages
Fluency in English (both oral and written) is required; a working knowledge of the Thai is desirable for client and contract liaison.
