Purpose of consultancy

 

To conduct an end-of-term evaluation of the Health Master Plan (2016-2025) and health sector priority identification for the government Strategic Action Plan (SAP).

 

The purpose of this consultancy is to recruit a consultant to conduct a comprehensive end-of-term evaluation of the Health Masterplan 2016-2025 and identify key health sector priorities for the government’s 5-year Strategic Action Plan (SAP).

 

 

 

 

Background  

 

Maldives is in the process of transitioning from its current Health Master Plan (HMP) 2016-2025 to a new 10-year plan. As the 2016-2025 HMP nears completion, a comprehensive review is essential to assess its achievements, identify gaps, and inform the development of the subsequent master plan. Concurrently, the Ministry of Health (MoH) is developing the 5-year SAP in collaboration with the President’s Office. To ensure optimal alignment between the HMP and SAP, the consultant will be engaged to participate in SAP development sessions.

 

The consultant will work closely with the Ministry of Health (MoH) to integrate key health priorities from the HMP review to the ongoing development of the 5-year Strategic Action Plan (SAP) and other national plans.

 

 

 

 

Terms of Reference

 

  • Develop a detailed work plan and timeline for consultancy. 
  • Conduct a comprehensive desk review of the HMP 2016-2025, relevant policies, strategies, and data. 
  • Engage with key stakeholders within the MoH, selected healthcare facilities, and other relevant 
  • government agencies to gather information and perspectives. 
  • Conduct a rigorous evaluation of the HMP 2016-2025, assessing its alignment with national health goals, implementation progress, achievements, challenges, and impact. 
  • Review the implementation status of HMP monitoring matrix indicators. Analyze relevant data and indicators to assess the performance of the HMP and identify trends and patterns. 
  • Develop a final review report, including an update on M&E (baseline and most recent indicators), and prepare a PowerPoint presentation for the technical/policy team. 
  • Share the review report with external and internal stakeholders. Present the final report to EXCO members with the Policy implementation and international relations department of MOH. 
  • Support the development of health-related priorities for SAP with baseline. Attend related meetings and facilitate communications to shape the health SAP. Prepare a PowerPoint presentation for the technical/policy team and amend as per stakeholder feedback. 
  • Provide technical input to the MOH for the SAP developmental process, participating in discussions. Identify key health sector priorities and challenges based on the HMP review and 

    stakeholder input, aligning them with the government’s SAP. 

  • Review the existing HMP and align the gaps/priorities identified in the HMP review with the new SAP. 
  • Identify the areas of SAP relevant to the new HMP for the next 10 years. 
  • Facilitate discussions on the review within MOH and external stakeholders. 
  • Prepare a comprehensive report detailing the HMP review findings, including recommendations for the new HMP and SAP. 

 

 

 

Deliverables

 

  • Inception report: Outlining the proposed methodology, timeline, and stakeholder engagement plan. 
  • Draft HMP review report: Presenting preliminary findings, analysis, and recommendations for stakeholder feedback. 
  • Final HMP review report: Providing a comprehensive assessment of the HMP, including recommendations for the new HMP and SAP priorities. 
  • SAP integration report: Detailing the alignment of HMP findings with SAP priorities and outlining 

    potential areas for the new HMP. 

  • Presentation materials: Developing PowerPoint presentations for the technical/policy team, EXCO, and other key stakeholders. 

 

 

 

Qualifications, experience, skills and languages

 

 

 

 

Educational Qualifications

 

Essential: Master’s degree in health policy and planning, health systems, public health or a related field.

 

Desirable: Doctorate in health policy and planning, health systems, public health or a related

 

field.

Essential:

  • Minimum of 7 years of experience in conducting health sector assessments, evaluations and strategic planning with demonstrated experience in developing and implementing health sector plans and strategies.
  • Experience in working with government agencies, particularly the Ministry of Health. 

Desirable:

  • Experience in developing, managing and evaluation of strategies, sectorial plans 
  • Experience in leading and managing teams.

  • Demonstrated ability in strategic planning, program development, and implementation. 
  • Strong analytical and problem-solving skills with a focus on data driven decision making.

Blended (offsite/onsite) but based in Male’.

 

Onsite work with Ministry of Health to attend meetings, review and stakeholder consultations.

 

 

 

 

Travel

 

Travel maybe required as per needs of MBS or WHO or the HPA NCD programme.

 

 

 

 

Remuneration and budget (travel costs are excluded):

 

Remuneration: Payband level B (MVR 45,000 per month for 4 months); Total cost of consultancy MVR 180,000 (USD 12,000)

 

Living expenses (A living expense is payable to on-site consultants who are internationally recruited): n/a

 

Expected duration of contract: 4 months (August to November)
