Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.

I.                Summary of position

 

As a senior member of the Logistics Department, the Regional Logistics Specialist will be responsible for developing, managing and guiding on logistics related activities in the Action Against Hunger HEARO country offices as assigned.

The Regional Logistics Specialist provides technical logistics support, advisory and follow-up to the Action Against Hunger HEARO country logistics teams and select stakeholders within the wider organization.

The Regional Logistics Specialist:

•         Purpose: Acts as a subject matter expert, providing professional logistics advice to keystakeholders in the areas of supply chain management, audit and compliance, asset and fleet management, record keeping and data management. Identifies operational challenges that affect the effectiveness and integrity of resource management. Applies professional logistics concepts, standards and best practices from within the non-profit and other sectors in support of high quality program delivery at country level.

•         Engagement: Collaborates with key stakeholders providing substantive input to thedevelopment of logistics strategies, processes, work plans, direct technical support and capacity development solutions in line with the needs of Action Against Hunger-HEARO country offices.

•         Delivery: Assesses effectiveness of the logistics components of programs, systems andprocedures, providing analytical work that is effectively organized and delivered within Action Against Hunger-HEARO established tools and procedures. Interacts with country offices to facilitate assessment of logistics needs and design tools/systems and logistics solutions that meet country office context.

II Essential job functions

 

Country Logistics & Security Management Support

•         Reviews and ensures the regular production of the country logistics reports are treated and integrated at global level.

•         Oversees internal control processes and appropriate use of resources ensuring that Action Against Hunger-HEARO countries are working in accordance with internal logistics procedures as well as all donor rules and policies.

•         Proposes and leads improvements in logistics processes for country offices specific to the Regional Logistics Specialist scope of work.

•         Provides technical guidance, mentoring, capacity building and professional development solutions to the Heads of Logistics at country level.

•         Plays a key role in the performance management of the Heads of Logistics at country level providing input on their technical skills, the accuracy of their work and timeliness of budgeting and reporting.

•         Oversees the preparation of required logistics reports to Action Against Hunger-USA and donor agencies (USAID, EU, ECHO, UN, etc.)

•         Provides analysis, input and feedback for the development country security plans including operational security of staff and equipment.

 

Logistics Information Management/Internal & External Representation

•         Documents, develops and standardizes tools, procedures and ways of working in logistics and security.

•         Participates in the design of the Action Against Hunger-USA logistics strategy and the achievement of its objectives

•         Identifies, adapts and implements best practices in the areas of logistics management from other INGOs and private sector organizations to improve processes, systems and ways of working at country and/or organizational level.

•         Represents Action Against Hunger-USA in relevant platforms and contributes to the overall visibility of the Logistics department.

 

Human Resources – Selection, Placement and Orientation:

•   Contributes to the recruitment of logistics professionals at country level by providing a technical assessment of each candidate’s skills & expert tests, conducting technical interviews, sharing documentation and notes with the HR department for the database and placement purposes).

•         Provides technical advice and technical validation of Logistics JDs for country positions.

•         Works with the HR department to determine which available candidates are technically qualified for open positions.

•         Supports the HR department in the development and maintenance of a finance fieldworker talent pipeline

•         Train, brief and debrief select logistics staff for Action Against Hunger- USA country offices.

•         Identifies the on-going learning and development needs for the logistics country teams to create a strong, competent and engaged logistics workforce.

 

III.        Supervisory Responsibilities

Technical supervision of the Heads of Logistics at country level.

•         While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.

VI.        Working Conditions, Travel and Environment

•         The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

•         Must be able to travel as required for standard domestic and international business travel as well as to country offices when require. While visiting the country offices, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

•         All Action Against Hunger-USA employees are required to engage with and follow the performance management program in place

Requirements

VII.       Required Qualifications and Professional Experience

•            Bachelor of Commerce, Logistics and procurement or Business management degree

•            MBA preferred

•            At least 7 years’ experience managing/coordinating country level logistics from a Regional level preferred.

VIII.      Required Skills & Competencies

•         Demonstrated experience and/or personal commitment to promoting gender equality within the humanitarian and/or development work.

•        Demonstrable experience and skill with budget preparation (the logistics portion) and the proven ability to translate technical financial data into informative reports

•         Demonstrable knowledge of rules, regulations and donor policies governing the compliance / regulatory management of procurement rules from US Government (OFDA, USAID, BPRM), EU, ECHO, UN, and other agencies

•         Expertise with EPR system (LINK)

•         Genuine interest in and commitment to the humanitarian principles of Action Against Hunger.

•         Experience working with diverse international teams; ability to communicate well in writing.

•         Able to work autonomously, with the capacity to juggle multiple projects and pay attention to many small details.

•         Excellent interpersonal skills.
