Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

National consultant to support the expert consultant to provide staff in the public sector, particularly in the Northern and River Nile states, with a structured approach to refining their financial management practices. By concentrating on key areas, the training aims to empower public sector actors to make well-informed financial decisions, improve transparency, and enhance the overall financial health of their respective sectors.

Specific Tasks:

Scope of Work:

  1. Training Material Enhancement and Finalization:
  • Under the guidance of the expert consultant, update and improve existing training materials, including slides, handouts, case studies, and practical exercises, ensuring they are tailored to the public finance context.
  • Support in providing participants with resource guides and reference materials that can be used beyond the training sessions for continued learning.
  1. Training Delivery:
  • Under the guidance of the team lead, conduct interactive training sessions, workshops, and lectures, ensuring that participants understand and can apply the concepts taught.
  • Lead discussions encouraging participant engagement, knowledge sharing, and problem-solving.
  • Integrate examples and case studies specifically relevant to Northern and River Nile states to illustrate public finance concepts and their practical application in these regions.

Covered Topics:

  • Overview of PFM and PF4C systems 1: Budget, Budget cycle, Budget analysis for social sectors, Budget analysis from a social sector and child perspective.
  • Overview of PFM and PF4C systems 2: Expenditure on the social sector, PFM processes, and systems
  • PFM and decentralization:  Fiscal Decentralization, intergovernmental transfers, WASH expenditure analysis.
  • PF4C tools: Value of Money, Fiscal Space, PPP, Investment.
  1. Evaluation and Assessment
  • Conduct pre-post training assessments to evaluate the knowledge gained by participants and the effectiveness of the training program.
  • Offer constructive feedback to participants on their performance during the training and suggest areas for improvement.
  • Compile reports summarizing the training outcomes, participant feedback, and recommendations for future training programs.
  1. Post-Training Support

Provide ongoing support plan to participants after the training.

To qualify as an advocate for every child you will have…

  • An advanced University Degree (Masters) in economics, business studies, development studies, public administration or any other related social sciences
  • A minimum of 5 years of experience in relevant fields
  • Knowledge of public finance management and social policy is mandatory.
  • Good analytical skills, especially applied to economics and public finance.
  • Knowledge of the Sudanese PFM systems and key actors is required.
  • A good understanding of the political economy of Sudan is required.
  • Experience in training and Capacity Building is required.
  • Fluency in Arabic and English language is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
