For this purpose, the implementation of UN Women in Liberia’s Strategic Note was embedded in the promotion of women’s human rights and gender equality, which are key in sustaining peace and furthering achievements in stability and development.
To ensure the successful implementation of the Strategic Note for 2020-2025, the UN Women Liberia Country Office is planning to undertake a Country Portfolio Evaluation (CPE) in accordance with UN Women corporate requirements. The CPE is scheduled for January to June 2025, coinciding with the end of the SN implementation.
The Country Portfolio Evaluation (CPE) is a comprehensive, independent assessment aimed at evaluating UN Women Liberia’s strategic positioning, relevance, effectiveness, efficiency, and sustainability from January 1, 2020, to July 30, 2025. Objectives include assessing efficiency, effectiveness, and sustainability in achieving gender equality, evaluating program relevance and alignment with Liberia’s national strategies, examining the integration of human rights and gender equality principles, documenting lessons learned, and making actionable recommendations for UN Women’s strategic positioning for 2026-2030.
UN Women is therefore seeking to recruit two consultants to undertake the CPE, including a Senior Evaluation Consultant (International), and an Evaluation Consultant (National). The Senior Evaluation Consultant (International) will assume a leadership role in overseeing the evaluation process, including planning and delegation of evaluation tasks. Meanwhile, the Evaluation Consultant (National) will provide essential support throughout the evaluation including assisting with local access, cultural considerations, and logistical aspects. The evaluation will yield critical insights to enhance strategic positioning and effectiveness, in alignment with global and national gender equality goals. The consultant’s expertise is essential for producing high-quality evaluation reports, guiding future programming, and strengthening accountability and learning within the organization.
