Job Purpose

 

Under the supervision of the General Ledger Deputy Head, the Senior General Ledger Accountant is tasked to supervise the normal operations of the team and coordinate activities and functions within the General Ledger Team; prepare financial reports in accordance with generally established policies and guidelines of the Institute, Consortium and internationally accepted accounting standards; coordinate the requirements and activities of the internal and external auditors during review to produce Institute financial statements and statutory reports; identify areas of improvement in the financial reports, processes and systems, and provide recommendations.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

 

Roles and Responsibilities

 

  • Assist in the preparation of Institute financial statements in accordance with the Institute policies and procedures, Consultative Group on International Agricultural Research (CGIAR) financial guidelines, and other applicable financial reporting standards
  • Work closely with the General Ledger Deputy Head during month-end and year-end closing of books to ensure that all legitimate transactions are properly recorded
  • Review and approve OCS financial transactions
  • Consolidate account schedules related to the preparation of the Institute’s financial statements
  • Analyze and review general ledger accounts to ensure compliance with applicable financial reporting standards
  • Supervise financial reporting of the country office in OCS
  • Ensure that external audit requirements and inquiries are addressed accordingly
  • Prepare Internal Revenue Service (IRS) form 990 to ensure timely submission in compliance with the IRS requirement of the US Department of Treasury
  • Coordinate with external and special audit teams (external and internal auditors of the Institute) and provide necessary details of various financial reports and audit requirements
  • Partner with other Finance Teams and internal stakeholders to provide solutions to concerns as needed
  • Coordinate with Finance Teams during month-end closing to ensure that all transactions are approved in time for the closing of books
  • Discuss with Finance Teams on matters and improvements affecting the preparation of financial reports and consolidation of accounts and provide recommendations for General Ledger Head approval
  • Work with regional and country offices in ensuring timely and accurate reporting and approval of transactions in OCS
  • Conduct continuing review of policies and procedures and submit recommendations to enhance the quality of performance and efficiency of reporting
  • Provide assistance in planning and managing the periodic closing calendar
  • Approve monthly entries of manual interdepartmental chargebacks, country office transactions, full cost recovery (FCR) charges, bank credits and other necessary adjustments
  • Monitor and review the OCS batch input maintenance module to ensure the proper posting of transactions
  • Review and recommend approval of all bank reconciliation reports and other financial schedules/reports
  • Ensure completeness of audit confirmation letters for the statutory audit
  • Prepare complete and accurate supporting schedules for Internal Revenue Services (IRS) 990

 

Qualifications

  • Bachelor’s degree in accounting, preferably a Certified Public Accountant or with equivalent IFRS certification, with at least 5 years work experience in multi national or non-profit organization, 3 years of which in a similar capacity

  • Has extensive knowledge of accounting systems, bookkeeping, and financial reporting, bank reconciliation
  • Has strong interpersonal, oral, and written communication skills
  • Has advanced computer skills (MS Word, Excel, accounting software, etc.).
