Location of Position: Washington, DC
Telework/Remote Eligibility: Eligible to telework up to four days per pay period (two days per week). The position is not remote eligible.
Open Period: September 11, 2024 – October 2, 2024
Appointment Type: This is an excepted service, time-limited appointment that is not to exceed five years; may also be considered for two two-year extensions depending on the needs of the service.
Salary: (USD) $107,657 – $158,097 per year

Description of Organization: The position is located within GC. GC leads the Agency’s work on preventing environmental pollution, such as air and plastic pollution, and improving the resilience of vulnerable urban populations.

Duties and Responsibilities: The Environment Officer will serve as an Urban Resilience Advisor, providing technical expertise to support USAID’s programs and other efforts to improve urban resilience through sustainable and inclusive urban development.

The Urban Resilience Advisor’s responsibilities will include the following:

  • Provide technical assistance to USAID Missions to design, implement, or evaluate urban resilience programs;
  • Provide technical leadership, including designing and delivering technical training and secondary research, to Missions on sustainable urban development;
  • Assist with monitoring, evaluation, and learning for urban resilience programs;
  • Participate in internal resilience fora and represent USAID externally with the interagency, other donor groups and other international partnerships and coalitions; and
  • Assisting with other tasks, as assigned.

Specialized Experience: For the FL-03 (GS-13 equivalent) grade level, you must have one year of specialized experience at the FL-04 (GS-12) grade level or equivalent. Specialized experience is defined as:

  • Expertise in project development and/or project management for sustainable urban development projects; and
  • Experience in strategic planning, analysis, design, implementation, and/or evaluation of sustainable urban development programs, especially in low and lower-middle income countries.

Conditions of Employment:

  • Must be eligible to obtain and maintain a Secret-level security clearance; and
  • Must have at least a Bachelor’s degree to be eligible for the FL-03 grade level.
