Office/Unit/Project Description 

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Crisis Bureau (CB) guides UNDP’s corporate crisis-related strategies and vision for crisis prevention, response and recovery. The Bureau has the responsibility for support to prevention, crisis response, resilience and recovery work under the auspices of UNDP’s Strategic Plan. The SURGE Delivery Lab in the Crisis Bureau is responsible for providing short term support to country offices to accelerate delivery and provide solutions to operational bottlenecks.

The Lab also leads the Joint OHR/BMS and GPN Project on Strategic Management of UNDP Capacities and Workforce Planning. The project focuses on six key areas:

  • Strategic Workforce Planning
  • Support to the implementation of the UNDP Strategic Plan, GPN and BMS Service Offers and the Crisis Offer
  • Support to the management of Leadership Pools and Succession Management
  • Support to large-scale recruitment and reorganization processes in COs,
  • Support to the design and rollout of a mechanism and related policies and SOPs to enable greater talent mobility (Talent Marketplace)
  • Methodology and technology to continuously support capacity mapping and analysis

The UNDP Talent Marketplace looks to enhance the mobility of UNDP personnel by connecting temporary workforce demand to talent supply. This TM will make Detail Assignments and Temporary Assignments more accessible, accountable and participatory in a wider corporate setting.

In line with the Mobility policy, the Talent Marketplace also aims to enable more effective and efficient personnel mobility within UNDP through strategic and centralized management of time-limited assignments and will promote career development and continuous learning opportunities.

Additionally, the joint project supports UNDP’s Leadership Pools and conducts the Annual Resident Representative and Deputy Resident Representative Rotation Exercises (ARE). By utilizing peronnel’s skills and other data gathered through UNDP’s capacity the project looks to idemtify personnel for leadership roles.

The project will also look to leverage data and analysis to connect all UNDP personnel with relevant vacancy announcements.

Scope of Work 

Summary of key functions:

1.           Coordinate and support the identification of UNDP Personnel to country offices and UNDP Units globally.

I.            Provide support for the selection and deployment of UNDP personnel through the Talent Marketplace personnel to COs globally.

II.           Conduct searches in TM databases, shortlist and submit candidates for various positions in a timely and efficient manner for detail assignments, temporary appointments,and new positions.

III.          Ensure that Country Offices and deployees provide evaluations of assignments and these evaluations are institutionalized, and relevant mobility scores are calculated.

IV.          Recommend new job vacancies to relevant UNDP personnel.

V.            Liaise with technical counterparts in UNDP with regard to identifying personnel for assignments and jobs;

VI.          Support the Sucession Maagement Team during Annual Roation Exercises and Leadership Pool replenishment.

VII.         Proactively assist in the identification of Mobility Eligible personnel for profile-based job matching

VIII.       Facilitate notification and job pushing mechanism for Mobility eligible personnel and ensure information is accurate and up to date vis a ve relevant Quantum applications

2.           Provide technical support for the development/enhancements of business process, guidelines, data management and data visualization associated with the Joint Project.

I.            Provide reports on TM assignments and proactive job selection for mobility candidates;

II.           Ensure that all relevant data is captured and analysed with regard to assignments and jobs such as , ToRs, , evaluations, etc.;

III.          Collaborate technical colleagues colleagues to troubleshoot any issues related to ‘SharePoint’ applications and the EVA.ai system.

IV.          Support the Joint Project team in ensuring that business processes are shared with and adhered to by all parts of UNDP.

V.            Support the management of UNDP’s Leadership pools by designing post profiles, Chatbot campaigns, communications materials and other relevant activities

VI.          Assist in the facilitation of UNDP’s mobility policy by curating filters, sending notifications, and Smart Matching relevant UNDP personnel to respective jobs

VII.         Collaborate with communications colleagues to ensure Joint Project activities and progress are shared across the organization in relevant reports and webpages.

VIII.       Support analysis of Workforce Planning data as needed.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the overall supervision of the SURGE Delivery Lab Manager, the Talent Analyst will be responsible for the effective and efficient functioning of Joint Project’s various talent identification mehcanisms in coordination with relevant teams at BMS/OHR, the UNDPs Bureau’s, Country Offices and Regional Hubs in support of the selection, recruitment, deployment and support of personnel.

Minimum Qualifications of the Successful IPSA

Min. Academic Education           

  • Advanced university degree (master’s degree or equivalent) in Economics, Management International Relations, International Development, Public Policy, Human Resources or similar fields is required., or
  • A first-level university degree (bachelor’s degree) in the areas stated above,  in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Min. years of relevant work experience              

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in international development, roster management, deployment mechanisms, human resources, logistics and/or operations at the national or international level is required.

Required skills and competencies           

  • Experience and knowledge of UN and UNDP systems and procedures;
  • Experience in  Project management, good IT skills and human resources experience

Desired additional skills and competencies        

  • Knowledge and application of Applications Tracking Software desirable;
  • Knowledge and application of Case and Contract Management Software also desirable;
  • Experience with data visualization desirable;
  • Experience conducting interviews and desk reviews at the UNDP desirable;
  • Experience in research, research methodology and sampling.
  • Experiencie in Human Resources is desirable.
  • The ability to manage and visualize data is desirable.
  • Experience in HTML and other coding languages would be an added asset.

Required Language(s) 

  • Fluency in oral and written communications and presentations skills in English is required.
  • Knowledge of an additional UN language is desirable.

Travel:   

a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
