JOB DESCRIPTION

1.Background

2. Office/Unit/Project Description 

During 2023, a new Country Programme was approved for the period 2023-2026. The UNDP Country Programme in Chile is based on the UNSDCF, the analysis of the country’s priorities and needs, and the six flagship solutions of the UNDP Strategic Plan. It is based on the results obtained, evidence-based performance analysis, while anticipating emerging areas of intervention and based on consultations with multiple stakeholders and development partners. UNDP’s vision for the programme is to address complex and interconnected challenges, responding to the demands of Chilean society and the priorities set by the government that include supporting institutional strengthening and citizen participation, so that no one is left behind; addressing “just” socio-ecological transition processes with a systemic perspective and reducing multidimensional poverty and inequality through a more robust social protection offer, which can be summarized in four pillars:

UNDP adopts a portfolio approach to adapt to changing needs and leverage linkages between interventions to achieve its strategic objectives. UNDP staff are therefore expected to work across units, functions, teams and projects in multidisciplinary teams to enhance and enable horizontal collaboration.

Specifically, the Operations area is made up of the Human Resources, Finance, Procurement and General Services and Technology (ICT) Units. Its mission is to create the conditions and provide support for the efficient and effective operation of the Office and the fulfillment of the purpose of each of its areas, through the provision of competencies and financial, physical and technological resources, appropriate to the needs of the institutional strategy and the different projects.

The Human Resources (HR) unit supports the Country Office to ensure that it has committed, high-quality people who receive guidance, feedback and development on what they need to fully contribute to the Country Office’s agenda and Sustainable Development Goals. The HR team implements policies, procedures, programs and strategic human resource management solutions (leveraging both technology and analytics) to promote a strong people management culture and a high-performing, diverse, inclusive and equitable workplace.

3. Scope of work 

The HR Assistant provides human resources services to the Office, ensuring high quality, accuracy and consistency of work, promoting a customer-oriented approach, in line with UN/UNDP human resources rules, regulations, policies and procedures.

The main functions to be performed include:

A) Support the effective implementation of Human Resources strategies

  • Ensure full compliance of HR processes and records with United Nations/UNDP rules, regulations, policies and strategies.
  • In consultation with the direct supervisor and the Office leadership/management, provide input for the mapping of the Country Office business processes and the development of the content of internal HR management standard operating procedures (SOPs) when necessary in the Country Office to complement the SOPs issued by the GSSC/OHR.
  • Collect information for UNDP participation in inter-agency exercises and surveys, such as comprehensive or local interim salary, hardship and duty station surveys, in coordination with the direct supervisor.

B) Implement HR services for the Country Office, including recruitment and staffing.

  • Prepare draft job descriptions and vacancy announcements, compile matrices and act as secretary on interview panels for action delegated to the Country Office. Provide support in preparing documentation for submission of applications to GSSC for non-delegated actions.
  • Request the creation and updating of positions in the ERP (or create positions if delegated) and facilitate the association and updating of positions in the organizational chart, in coordination with those responsible for the budget.
  • Track all transactions related to positions, hiring, benefits, earnings/deductions, retroactive pay, recoveries, adjustments and separations through the ERP.
  • Support appropriate contract management actions, in consultation with the direct supervisor.
  • Maintain the list of Office staff.
  • Update Office rosters when relevant.
  • Provide information for cost-recovery invoices in the ERP for HR services provided by UNDP to other Agencies.
  • Maintain an appropriate filing system for HR records and documents.
  • Provide administrative support to retirees as appropriate.
  • Provide HR administrative support for the effective implementation of HR services to UNDP and partner agencies.

C) Support effective staff performance management, talent management and professional development in the Office.

  • Provide background information to the Office’s formal management groups responsible for collectively reviewing and analysing staff performance, talent and development needs. Act as secretary to panels when required.
  • Provide background information for the preparation of the CO-wide learning plan.

D) Support the construction of knowledge as well as the sharing of knowledge in the Office.

  • Participate in training of operations/project staff on HR issues and all relevant matters.
  • Make solid contributions to knowledge networks and communities of practice.

E) The incumbent performs other functions within his/her functional profile that are considered necessary for the efficient functioning of the Office and the Organization.

4. Institutional Agreement

Under the direction of the Operations Manager and the direct supervision of the Human Resources Associate, the HR Assistant provides human resources services to the Office, ensuring high quality, accuracy and consistency of work. The HR Assistant promotes a customer-oriented approach in the Unit, in line with UN/UNDP human resources rules, regulations, policies and procedures.

The HR Assistant works closely with Country Office Programme, Operations and Project teams, UNDP HQ OHR Business Partners, and staff at the Global Shared Services Centre (GSCC) and other UN agencies to exchange information and ensure consistent service delivery.

6. NPSA Minimum Qualifications

Minimum academic education required

  • High school education with certification in Human Resources is required.
  • A professional university degree (Bachelor’s degree) in the areas of Human Resources, Administration, Public Administration, Occupational Psychology or similar will be considered favorably, but is not a requirement.

It will be considered an advantage to have higher education studies in the mentioned areas.

Minimum years of relevant work experience

  • Minimum 5 years (with Secondary Education) or 2 years (with Bachelor’s Degree) of relevant experience.
  • Relevant experience shall be understood as the set of work experience that includes:
    • Experience in Human Resources areas or in functions related to human resources management.
    • Experience in managing ERPs (modules related to HR functions).

For people with a professional degree in the areas indicated, having at least 5 years of relevant work experience will be considered an advantage.

Required skills and competencies

  • Management of remote work tools such as Microsoft Teams or Zoom, storage clouds and collaborative work tools.
  • Handling of traditional Microsoft Office tools: Word, Excel, PowerPoint.
  • Outlook email management and its features.

Desirable skills and competencies

  • Experience in recruiting, contract administration and/or staffing needs.
  • Experience in preparing proposed terms of reference and recruitment strategies.
  • Experience in HR business mapping and/or drafting, adapting and/or developing Standard Operating Procedures (SOPs) for HR or other administrative matters.
  • Experience in budget planning and monitoring in an administrative and/or human resources context and HR forecasting.
  • Knowledge and experience in Performance Management reporting and monitoring.
  • Knowledge and experience in learning planning, talent development and/or career management.
  • Experience working in international organizations of the United Nations System or equivalent.
  • Previous experience leading or coordinating people or teams.

Required languages ​​(at work level)

  • Fluency in Spanish is required.
  • Knowledge and intermediate command of the English language is desirable.

Professional certificates

Occasional official training trips are planned.
