UNDP is part of the 26 United Nations Agencies, Funds and Programs in Colombia contributing to the achievement of the United Nations Cooperation Framework for Sustainable Development. The UNDP Country Program Document 2021-2024 seeks to support the efforts of the Colombian government for the transition towards peace and the consolidation of its position as an upper-middle income country; with three work priorities: 1) Stabilization: “Peace with Legality”; 2) Migration as a development factor; and 3) Technical assistance as an accelerator for the achievement of the catalytic Sustainable Development Goals.  

At the programmatic level, UNDP Colombia is organized into 2 Clusters and 5 Portfolios: The Inclusive Sustainable Development Cluster, which brings together the Sustainable Development and Poverty and Inequality Reduction portfolios , and the Peacebuilding and Inclusive Governance Cluster, which brings together the Democratic Governance , Peacebuilding , and Crisis Response and Rule of Law Portfolios.

The 2022-2026 National Development Plan establishes goals for the Agustín Codazzi Geographic Institute (IGAC) such as updating the cadastre of 70% of the country’s geographic area and 91.36% of the PDETs, while seeking to form or update multipurpose cadastres in almost 600 municipalities in the country. On the other hand, as part of the Final Agreement for Peace, the formation and updating of the rural cadastre and property tax is highlighted to promote the sustainable use of land, create a comprehensive agrarian information system, increase municipal collection and regularize land ownership. Therefore, the use of the multipurpose cadastre stands out as a key tool to solve problems in land management in Colombia, improving legal security, territorial planning and reducing conflicts over land use. To operationalize this, a comprehensive and multipurpose General Cadastral Information System was proposed to facilitate decision-making and promote equity in land ownership. This implies working on the institutional capacities of the national and territorial strategic actors that will implement this system. For this reason, this project will have as its objective the “technical cooperation for the strengthening of institutional capacities and territorial management that contribute to the implementation of the Public Policy of Multipurpose Cadastre for the Territory Administration System”. In this sum of efforts, the UNDP, together with the IGAC, propose as specific objectives: i) to strengthen the capacities of ethnic and peasant communities and other key actors in the geographic management of the country, with the purpose of empowering them as strategic partners in decision-making related to their territory by promoting autonomy, sustainability and active participation in the construction of an inclusive territorial development; ii) to contribute to the optimization of the processes to generate information, products and geodetic, geographic, agrological and cartographic services of 693 population centers in 63 municipalities, with the necessary technical requirements in the strategic and sustainable decision-making for territorial planning and sustainable development; iii) support the implementation of cadastral management as a tool to strengthen the land administration system and improve the efficiency, transparency and accessibility of geospatial information that allows the development of a solid framework to promote informed decision-making, facilitate territorial planning and contribute to sustainable development, ensuring the integrity and sustainability of the information.   

Scope of work

Under the direct guidance and supervision of the National Chief Project Analyst on Conflict Transformation and Citizen Participation, the Project Administrative Associate will ensure the effective execution of administrative, procurement and financial support services and processes in the Project and assist in the transparent use of its financial and physical resources.  

The Project Administrative Associate promotes a client-oriented approach consistent with UNDP rules and regulations. The individual will work with the project team to ensure that there is adequate reporting of general administrative management according to the Project Document, working in coordination with the Instituto Geográfico Agustín Codazzi – IGAC and UNDP on the need to logistically and operationally support the development of activities and provide inputs in support of budget review and/or off-course activities, and accompany meeting spaces such as Steering Committees, Technical Committees and administrative follow-up.  

The Project Administrative Associate works closely with the Project team and other Strategic Areas of the Organization to resolve administrative issues and exchange information. Key functions will include the following: 

  • Administration and implementation of actions for the administrative management of the project. 
  • Acquisition of services and products required for the project. 
  • Facilitation of knowledge building and sharing. 
  • Perform other relevant functions as required.

Administration and implementation of actions for the administrative management of the project.

  • Assist the National Chief Project Analyst in the day-to-day implementation of the project in accordance with all relevant UNDP rules and regulations; 
  • Assist the project with the planning and formulation of the Work Plan; 
  • Ensure full project compliance with UNDP rules and regulations on logistical, administrative, financial management support, reporting and auditing processes; 
  • Provide assistance in project auditing; 
  • Maintain a process table based on the administrative activities carried out to facilitate monitoring of expenses in real time; and ensure that these are in line with the approved Annual Work Plan, and in general, maintain tracking systems to record and reconcile expenses, which contribute to the actual determination of balances and other data; 
  • Conduct an analysis, as necessary, on administrative progress in line with the Annual Work Plan (AWP) and keep Partners, both IGAC and UNDP, informed about possible alerts in the execution of the project; 
  • Provide inputs for reporting to Partners and UNDP on progress in administrative aspects and their impact on the financial situation of the project and propose solutions to improve the situation; 
  • Ensure that the inputs or information recorded in the QUANTUM system are reliable and take timely corrective actions on possible erroneous data; 
  • Support verification and reconciliation of project expenses, responsible party(ies) and Low Value Grant Agreement(s); 
  • Prepare payment requests and receipts and process them in QUANTUM. 
  • Maintain up-to-date document management of administrative actions, as well as products and reports generated within the framework of the project, in accordance with UNDP policies and guidelines; 
  • Periodically update the contact database of project counterparts; 
  • Keep track of all project-related transactions, including submission of contracts with staff, receipts, inventory of equipment purchased, materials under the project to ensure that information needed for audit purposes is readily available; maintain tracking, monitoring and/or reporting systems on allocations and expenditures; 
  • Maintain an inventory of equipment and spare parts, including verification and transfer when necessary. 
  • Monitor project assets, maintain office equipment and maintain inventory list and preparation of mid-year and end-of-year asset physical verification reports. 
  • Review and verify invoices and expenses for common services charged to the project budget (rent, utilities, telephone, miscellaneous); 
  • Support the organization of meetings, workshops, seminars, trainings, etc. related to the project, as well as the preparation of minutes or memoirs and attendance lists; including arrangements for the venue, logistics, transportation and documentation of the events. As well as facilitating travel arrangements for those external to the organization: initiating travel authorization for approval, booking flight schedules, coordinating with the CO Operations section for relevant travel advances and claims, DSA, etc. 
  • Provide communication support (electronic and printed correspondence, etc.) according to project needs. 
  • Provide logistical support. 
  • Provide support in travel management, including ticket purchasing, DSA calculation, preparation of purchase orders; arrangement of shipments 
  • Follow up on the travel legalization or Travel Claim processes, in order to avoid delays in the management of invoice payments to the Travel Agency or impacts on the project budget. 
  • Assist in monitoring project activities by reviewing project financial documentation and preparing a variety of records, supporting the preparation of progress reports against budgets and expenditures. 
  • Provide support on financial aspects related to the implementation of low-value grants and responsible parties 
  • Support the preparation of project and donor financial reports.

Acquisition of services and products required for the project

  • Serve as a liaison to ensure the timely acquisition of services and products necessary for project delivery, in accordance with the Procurement Plan and Annual Work Plan; 
  • Review and compile necessary documentation during the acquisition process, in support of the Service Center team and procurement and purchasing units. 
  • Provide input to the Project Manager (PM) for the development of TORs and take the lead in selecting services and products; 
  • Carry out contract management in close collaboration with the project team and areas linked to contract management. 
  • Ensure that payments and deliveries are made on time to suppliers, customers and partners; 
  • Ensure compliance of procurement activities with United Nations and UNDP rules, regulations, policies and strategies; implementation of effective internal control, proper functioning of a customer-oriented procurement management system. 
  • Assist in the recruitment of staff, experts/consultants in accordance with UNDP standard procedures and carry out payment arrangements for eligible staff expenses (i.e. DCF, DSA, travel, etc.) in accordance with existing contracts. Renew these contracts upon expiration; 
  • Maintain records of all project personnel/consultants and their respective status (contracts, terms of reference, time and attendance, if applicable, etc.) in accordance with accepted policies and procedures, and provide information for updating the Area Personnel Coverage Plan; 
  • Create and manage electronic requests in QUANTUM/UNALL; 
  • Review and update the procurement plan, as necessary, for the project and its implementation and monitoring; 
  • Organization of procurement processes, including preparation and execution of invitations to quote and receipt of same, offers or proposals, their evaluation, negotiation of certain contract conditions in full compliance with UNDP rules and regulations; 
  • Preparation of Purchase Orders or micro-purchases for contracting services, follow-up in the creation of profiles or Suppliers QUANTUM; 
  • Review of the procurement processes carried out by the project; and support in the preparation of inputs to be presented to the Contracts, Goods and Procurement Committee (CAP) and the Procurement Advisory Committee (ACP); 
  • Ensure an internal control system for Purchase Orders for their preparation and shipment; and thus carry out timely corrective actions on them, avoiding errors in budget verification and other problems. 
  • Prepare and update supplier lists, implement supplier selection and evaluation.

Minimum requirements for the NPSA

Minimum education requirements: 

A Bachelor’s degree (secondary education) is required. 

A professional university degree (undergraduate level) in administrative sciences, business, finance, accounting, economics, social sciences, human resources, international business, engineering, tourism or related fields will be considered favorably, but is not a requirement.   

Minimum years of relevant work experience:

Minimum 6 years (for high school graduates) or 3 years (for people with a university degree) of relevant experience in developing administrative activities, assistance, purchasing processes, with public or private organizations.  

Required skills and competencies:

  • User level management of software such as Excel, Office such as Word, Excel and PowerPoint.  
  • Skills in facilitating dialogue, agreement, participation and conflict management.  
  • Skills and high capacity for oral and written communication, teamwork, self-learning, rigor and organization. 
  • Ability to work with minimal supervision and tight deadlines. 

Desired skills in addition to the competencies covered in the Competencies section:

  • Experience working with UNDP and other UN systems, including knowledge of their practices and procedures would be an advantage.  
  • Experience working in multicultural teams of national and international staff.
  • Strong computer skills, including advanced proficiency in various Microsoft Office applications (Excel, Word, etc.) as well as email/internet; familiarity with database management and office technology equipment; and advanced knowledge of database and financial packages.
  • Experience in managing web-based management systems (such as QUANTUM).  

Required Language(s): Fluency in Spanish is a requirement.
