Result of Service
Creation of the transformation roadmap in relation to • Governance: improvement of decision-making bodies and coordination mechanisms • Internal organization (organization chart) • Definition of the scope of functions • Determination of the conditions for success • Organization by performance objectives • Procedures to be developed • An inception report, to be provided two weeks after the start of the mission detailing the methodology, the work plan as well as the first observations on the BBN • A provisional report containing the inventory, the diagnosis of the existing situation, the transformation roadmap taking into account the above points to be presented in a validation workshop in the presence of all stakeholders in 1 and a half months; • A final report which integrates the observations/recommendations made by the participants in the validation workshop at the end of the contract.

Duties and Responsibilities
Background: Project: The Market Access Enhancement Programme Phase II (MARKUP II) is funded by the European Union (EU) and runs from 2023 to 2027. With a view to contributing to the economic development of the East African Community (EAC) through sustainable intra-African and EU-Africa trade, MARKUP II has been designed to improve livelihoods, employment, export competitiveness for MSMEs and economic growth in Africa by supporting the development and strengthening of key priority export-oriented value chains with high potential. The programme covers activities in Burundi, Kenya, Rwanda, South Sudan, Tanzania and Uganda through partnerships with national, regional and international institutions. Among other objectives, the second phase of MARKUP (II) aims to strengthen the export competitiveness of MSMEs by improving value addition and diversification and promoting business in regional and international markets. Also, an effective and efficient technical infrastructure in the EAC to help businesses comply with standards, technical regulations and SPS measures is essential for trade within the region and access to international markets such as the EU. This technical infrastructure includes national institutions related to quality and SPS measures that formally cooperate under the EAC SQMT Law and the EAC SPS Protocol for the harmonization of technical requirements of products as well as for the promotion of mutual recognition of conformity assessment procedures. ABOUT THE BUREAU BURUNDAIS DE STANMALISATION ET CONTROLE DE LA QUALITE (BBN) The BBN is a public administrative institution with legal personality and financial and organic autonomy established by Decree-Law No. 1/17 of 7 May 1992. It is governed by Law No. 1/03 of 4 January 2011 on the National System of Standardization, Metrology, Quality Assurance and Testing. Its headquarters are in Bujumbura. The BBN was established in 1992 to promote standardization, metrology, quality assurance and testing activities in Burundi to support economic development, quality inspections of goods and environmental protection. The main missions of the BBN are: • To develop and publish national standards, in accordance with internationally recognized procedures and to promote their use in trade, industry and in technical regulations established by other authorities; • To produce, establish and maintain national standards at levels of precision appropriate to the needs of the country and to cause the dissemination of their values ​​in trade,industry and civil society through the national calibration system; • Establish, implement and maintain legal metrology standards for measuring equipment to ensure the accuracy of measurements in trade, law enforcement and health systems; • Establish and maintain conformity assessment services, i.e. stable, inspection and certification services, which are demonstrably competent to ensure their maximum acceptance by economic operators and authorities; • Assist the Government in defining, designing and implementing quality and standardization strategies and policies and determine priorities in this regard; • Ensure the capture, maintenance and dissemination of information concerning the field of standardization and the World Trade Organization (WTO) agreements; • Provide training in standardization, metrology, conformity assessment and the environment; • Participate in the application of public tender procedures and provide inspection, testing and certification services to the Government for goods purchased by them; • Establish and maintain market surveillance, import and industry inspection, inspection systems for products falling under mandatory standards; • Establish relations and represent the Republic of Burundi in regional and international organizations with objects and functions similar to those of the Bureau, as provided for by law. The MARKUP-Burundi Project supported the Burundi Bureau of Standardization and Quality Control “BBN”, a key institution of the national quality infrastructure, to obtain the accreditation of its chemistry laboratory, the accreditation of its product certification service and the inspection service, this for the competitiveness of products on the national, regional and international markets and to enable consumer protection. In the same vein, MARKUP II continues to support the BBN. Challenges: The BBN operates in an environment of strong competitive changes and demands of all kinds. On the international level, quality requirements in world trade are increasingly stringent. Indeed, the World Trade Organization (WTO) agreements condition access to markets, in particular through compliance with agreements concerning technical barriers to trade (TBT) and SPS phytosanitary provisions (Sanitary and Phytosanitary measures). On the national level, with the implementation of the National Quality Policy which is fully in line with the current orientations of the government and the National Development Plan, support for the private sector, promotion of exports,food safety as well as the initiatives and provisions of different ministries call on the BBN to align, adjust to be able to support the various strategies initiated, taking into account the national, regional and international economic context that makes it sustainable, responding to current challenges and anticipating the future and thus being part of a short, medium and long term vision. Given these challenges, it is imperative to carry out an Institutional Audit of the BBN. ​​It is within this framework that the International Trade Center is recruiting a national consultant to carry out this audit. Objectives of the Institutional Audit: The objectives of the Institutional Audit of the BBN are as follows: Analyze the consistency of the organizational model and the organization of the professions within the BBN in view of the objectives of the organization and the expectations of its users (private sectors and government). Evaluate the effectiveness of existing decision-making and management models in order to develop the agility of the organization in its various professions and prepare it for its growth. This consultant will assume the following tasks: RESPONSIBILITIES: Under the general direction and direct supervision of the ITC Export Quality Management Advisor, the national consultant will work closely with the MARKUP II National Project Coordinator and the BBN. More specifically, the audit will focus on: Description of responsibilities/functions: Analysis of services, roles and professions of the BBN, processes, dynamics and interactions of teams as well as the management of human and financial resources: 1. Added value: o Expectations of internal or external customers o Value propositions and commitments made to customers o Strategic orientations of the organization 2. Organization and Governance: o the distribution between project and cross-functional activities o steering bodies o reporting o management methods o steering meetings o budget management o circulation of information … 3. Processes and Information System concerns: o Processes, standards, operating methods and procedures implemented o IT/digital tools used by the teams o Collaborative tools or business tools … 4. HR and skills concerns: o Skills and profiles by position (current and target) o Workload o Training plan … 5. Quality concerns the reliability and quality of the service provided, response time to requests, etc. Copyright The Consultant has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties,the Consultant shall request the prior written permission from ITC. S/he has further to ensure to obtain accreditation to event(s), if required. Qualifications/special skills
Hold at least a Master’s Degree (bac + 5) in Quality Control Engineering or in other similar fields. • Have relevant experience in auditing the managerial management of public administrations and multicultural organizations and/or international private companies; • Have experience in carrying out similar missions in national standardization organizations (laboratories, industries, etc.); • Have carried out a similar mission in the field of standardization, metrology, analysis laboratories; • Have at least three (3) years of experience in the diagnosis and evaluation of standardization and quality control institutions in sub-Saharan Africa; • Have experience in designing institutional reforms of public or parapublic administration; • Have proven expertise in the field of Quality Management System QMS.
Languages
Spoken and written French is essential and knowledge of English is an asset.
