JOB DESCRIPTION

The Position:

As part of the implementation of the decentralized activities of the 10th Benin Cooperation Program – UNFPA for the period 2024-2026, the Representation of the United Nations Population Fund in Benin intends to strengthen its capacities in order to ensure better support for the process of implementing the National Population Policy, taking into account the interrelations between population and development in policies and programs and ensuring the coherence of actions in this area in the Departments supported by the program. As such, UNFPA is looking for a Program Analyst in Population Dynamics and Human Rights.

Job Purpose:

He will work under the direct supervision of the Coordinator of the Decentralized Office based in Parakou in close collaboration with the Program Officers Population Dynamics, Gender and Human Rights, Monitoring & Evaluation, the staff of the Decentralized Office and the stakeholders at the decentralized level of the Program.

In general, the Population Dynamics and Human Rights Analyst Program’s role is to promote within the UNFPA Decentralized Office and among stakeholders at the decentralized level the consideration of gender-based violence, including in emergency situations, the consideration of population dynamics, gender equality and human rights in the design, implementation, monitoring and evaluation of the Program.

Specifically, he will have to:

  • Provide technical support for the implementation of projects/annual work plan relating to population policy, gender-based violence and human rights;
  • Provide support for taking into account population and development interrelations in the development of development plans at departmental level;
  • Provide support for the continuous development of capacities through the transfer of skills to stakeholders in the implementation of the PTAs of the population and development program;
  • Ensure the Production of documents;
  • Promote the exchange of information;
  • Ensure communication of information.
  1. Provide technical support for the implementation, monitoring and evaluation of projects/PTAs relating to the implementation of population policy, and demographic dynamics, gender-based violence and human rights, in particular:
  • Monitor and coordinate decentralized activities of the specific Population and Development, Gender and GBV work plans of the Program;
  • Contribute to data collection, analysis and preparation of monitoring reports on the implementation and progress of the program’s PTAs;
  • Contribute to the annual sectoral evaluation of the PTAs with a view to contributing to the annual evaluation of the program’s PTAs.
  • Use data from studies and research on population and development, population dynamics, gender-based violence and human rights available in the Northern Departments and keep the related statistics up to date in order to feed the database on the program indicators;

2 Provide support for taking into account population and development interrelations in the development of development plans at departmental level ;

  • Support national partners in taking into account/integrating demographic dynamics into the design and implementation of development programs and plans at the Departmental level.

3. Ensure programming and communication on gender and gender-based violence issues in emergency situations at the departmental level

  • Lead and/or contribute to assessments and situation analyses, including inter-agency assessments and missions; ensure that gender-based violence concerns are taken into account in multi-sectoral and consolidated appeals assessments
  • Mapping actors who can support gender-based violence interventions and identifying gaps
  • Ensure a standardized approach to data collection, with a focus on ensuring safe and ethical practices, as evidenced by the Guiding Principles for Working with Survivors of Gender-Based Violence and WHO’s recommendations on ethics and safety for researching, documenting and monitoring sexual violence in emergencies
  • Establish and maintain a system for the exchange and dissemination of information, including for awareness-raising purposes.
  • Develop and regularly update an inter-agency monitoring and evaluation framework to guide the work of the GBV sub-cluster and support accountability
  • Prepare standard periodic reports and updates on the status of business meetings for OCHA representatives, humanitarian bulletins, protection notices, weekly humanitarian updates, UNFPA internal and external meetings and advocacy activities, etc.

4 Provide training/capacity building:

  • Develop and implement a decentralized capacity building plan for taking into account/integrating demographic dynamics into policies and programs;

5 Ensure the production and management of knowledge:

  • Contribute to the production of reports, such as MDG reports, national report on the implementation of the ICPD, annual office reports.

6 Promote the exchange of information:

  • Make demographic data and information available and accessible to programme stakeholders: partners, implementing structures and beneficiaries;
  • Participate in the annual evaluation process of the Program.

Ensure communication of information:

  • Enable the UNFPA office to periodically publish a dashboard highlighting key indicators on the demographic characteristics of the areas supported by the programme;
  • Document and inform on lessons learned from the program.

7 Develop and maintain partnerships with NGOs and Civil Society Organizations in general in matters of population dynamics

8 Establish and manage a network of stakeholders in population, development and human rights and maintain a strategic partnership in the program’s support areas

9 Participate in data collection and monitoring of the implementation of the Office’s response plan to humanitarian crises .

Participate in rapid assessment missions of crisis situations and in the Office’s support activities for victims of humanitarian crises.

10 Contribute to the mobilization of additional resources for the implementation of the program in its support areas.

  • Identify and report on potential partners for the mobilization of additional resources;
  • Draft concept notes for the mobilization of additional resources.

11 Other areas:

  • Ensure the visibility of UNFPA;
  • Provide support to the head of the decentralized office in the management and administration of the office
  • Ensure the execution of all tasks and responsibilities relating to the coaching of supervised staff;
  • Perform all tasks requested by supervisors

Qualifications and Experience:

Education:

Hold a University Degree (Master) in Demography, Sociology, Economics, Epidemiology, Statistics, or disciplines related to the social sciences

Knowledge and Experience:

  • Be of Beninese nationality;
  • Have one (1) year of general experience in the field of Population and Development and in particular have sufficient knowledge in the field of data collection and analysis and in the field of human rights
  • Have a mastery of data processing systems;
  • Have a good knowledge of the national socio-cultural context in terms of population and development;
  • Knowledge of how the United Nations System works would be an asset;
  • Having a good knowledge and/or experience of GBV in emergency contexts is an asset.
  • Have written and oral communication skills;
  • Have a good command of IT tools (database software).
