Background

Danish Refugee Council (DRC), and its Humanitarian Disarmament and Peacebuilding technical unit – the Danish Demining Group (DDG), has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally. Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.

Purpose

To facilitate the implementation of DRC’s Food Security and Economic Recovery and Market System programme in Borno State through liaising with stakeholders and integrating with other departments. Support in enhancing the livelihoods of beneficiaries through the provision of information, business skills training, business support, Cash and Voucher Assistance (CVA), Nutrition trainings and agricultural interventions.

Duties and Responsibilities

Supporting CVA, Food Assistance and Nutrition Activities

  • Ensure beneficiaries are screened, selected and verified through use of developed targeting criteria in operational areas.
  • Facilitate the implementation of CVA mainly but not limited to Unconditional Cash Grants, Conditional Cash Grants, Vouchers and Business Grants in the operational areas through liaison with line manager.
  • Ensure monthly cash distributions conducted in the operational areas through ensuring beneficiaries are verified, registered and sensitized.
  • Manage cash distribution process and ensure minimum standards are met.
  • Organize small business training and business planning activities with beneficiaries.
  • Provide information to beneficiaries about market price monitoring and business development opportunities.
  • Provide food security guidance, on an individual or group basis, to increase beneficiaries’ awareness of different nutrition foods options based on market assessment and beneficiary interests.
  • Conduct training and sensitisation activities related to complementary nutrition activities.
  • Supervision of nutrition related activities such as trainings, malnutrition monitoring and screening, referral pathways and reporting.
  • Supervision of community volunteers implementing Nutrition, other Economic Recovery and Market System initiatives
  • Coordinate in Planning, supervising and monitoring training, awareness and sensitisation activities, including maintenance and verification of all supporting documentation and activities (e.g. pre- and post-tests).
  • Support the organization of trainings and other events related to the project.
  • Submit weekly reports and contribute to compilation of the monthly report and submit to line manager.
  • Assist in Maintaining records of all activities, in order to complete timely reports for DRC and for external actors, including donors.
  • Assist the Economic Recovery Food Assistance Team Leader in project documentation.
  • Any other duties assigned by line manager.

Stakeholder Coordination

  • Coordination of Ward level stakeholders in consultation with line manager.
  • Ensure that protocol is followed through stakeholder consultation at all stages of project implementation.

Social Cohesion

  • Assess the relevance of potential intercommunal dialogue activities linked to livelihoods to improve the dialogue and cooperation between these fields (e.g. joint workshops, peer-to-peer activities, language exchanges, etc.).
  • Select beneficiaries who will participate in the activities through youth empowerment and social safety-net planning in coordination with other sectors.
  • Maintain Excel tracking sheet to ensure that data are collected on a timely basis.
  • Contribute to regular reporting on achievements and challenges related to the project as requested by the Economic Recovery Office

Monitoring & Evaluation

  • Work closely with the monitoring team on monitoring and evaluation tools for Economic Recovery activities in coordination with the M & E team
  • Facilitate the qualitative and quantitative monitoring of projects through team meetings, post-assistance visits, regular reporting and any other monitoring tools.
  • Participate in internal evaluations of programmes.

Representation

  • If requested by the Economic Recovery Program Manager represent DRC in food security sector working groups, cash working group and interagency planning workshops.
  • Represent, and where necessary, advocate on behalf of DRC with local authorities.

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Experience and technical competencies: (include years of experience)

Desirable:

  • Previous working experience with humanitarian agencies
  • Experience working with hosts, returnees and displaced populations.
  • Experience in cash and vouchers assistance.

Essential:

  • Experience in Food Assistance Programming
  • At least 2 years working experience in Cash and Voucher Assistance Programming is required
  • Experience of humanitarian work with displaced populations in Borno, Adamawa or Yobe is essential

Qualifications

  • University Degree in Agriculture, Social Sciences, Economics, Business Studies, Languages or any other related field

General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
