JOB DESCRIPTION

Duty Station: Sittwe Office, Rakhine State

Report to: Camp Coordination and Camp Management Team Leader

Overall purpose of the role:

The main responsibility of this position is to assist the Camp Operation Team Leader and CCCM team in working with communities of Internally Displaced Persons (IDPs) in all DRC managed camps. Primary responsibilities will be overseeing camp operation related activities, coordination with camp level service providers, NFI distribution and support the CFM activities.

The Camp Coordination and Camp Management Officer reports to the CCCM Operation Team Leader and is responsible for supporting the efficient implementation of DRC’s CCCM activities in DRC supported camps. He/she works in close cooperation with other field staff for the planning of activities and is expected to maintain close cooperation with the targeted communities in the target camps and to be able to mobilize these to take an active part in the planning of activities.

Responsibilities:

Sector Activities:

  • Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities

Sector responsibilities:

  • Conduct daily field visits to IDPs camps (including 2/3 times a week in the supported camps)
  • Supporting the CCCM team with timely planning of monthly activities reports in consultation with the community including key stakeholders
  • Establish and maintain relationships with the affected community and community groups.
  • Lead on distributions and assessments in camps
  • Engage in monthly camp coordination meetings in each camp with vibrant attendance from key stakeholders
  • Support the Team Leader with capacity building activities for community groups, CCCM camp-based team
  • Support in facilitating and organizing trainings on coordination and site monitoring
  • Supporting the Team Leader to build the capacity of camp-based outreach workers supporting them to run independent activities
  • Organize and mobilize FOAs and outreach workers for all camps ensuring that assignments ae properly disseminated and completed
  • Support the CCCM team or service providers to carry out public awareness raising and sensitization activities.
  • Conduct focus group discussions as required with youth, men, women and elderly in each camp.
  • Share / refer relevant information, issues & complaints from the affected community to the CRM Officer, the CCCM Management team and service providers, as required to improve the provision of assistance.
  • Work with the team to ensure that all distribution lists, reports are copied and sent to respective google drive locations
  • Engage with service providers to ensure they are aware of CCCM activities
  • Conduct the capacity building training for the IW and IDPs and support the CFM activities.
  • Attending the informal meeting as required, produce the periodic reports.
  • Perform any other relevant tasks as requested by the Team Leaders or Officers.

Programming & Operations

  • Ensure efficient and effective program implementation while following the budget and work plan
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Lead the team in carrying out monitoring and evaluation exercise
  • Support site monitoring exercises monthly

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors
  • Coordinate with Sittwe-based service provider staff and report issues to Team Leader

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with logistics in a timely manner
  • Any other duties relating to the nature of the job as requested by the Manager

Experience and technical competencies:

  • Relevant university degree (e.g. political science, international development, or economics) or equivalent professional qualification
  • Minimum 3 years of practical experience in sector area working for an INGO
  • Field experience especially in camp-like settings
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Working knowledge proficiency in English
  • Other local languages are considered as an asset.

Conditions

Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H.

This position is open for Myanmar National only.
