The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary- General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs (CFA), which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), with more than 140 member countries and jurisdictions, and the Inclusive Forum on Carbon Mitigation Approaches. It also acts as the Secretariat of the joint OECD/UNDP initiative Tax Inspectors Without Borders. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.

CTPA is looking for pro-active, experienced and motivated Project Co-ordinators who thrive in an autonomous work environment. The successful candidates will carry out a wide range of tasks to ensure the efficient and smooth implementation of the workplan of a team. Depending on the position for which the candidate will be selected, s/he will be responsible for 1. the successful coordination of a work programme including a broad range of events of different kinds, or 2. the successful coordination of a programme of live and self-paced training tools. They will equally provide administrative support to ensure the smooth running of the Division/Unit concerned and will co-ordinate the work of support staff and/or interns in the team.

The selected candidates will work under the general supervision of the Programme Manager.

Job Description

Main Responsibilities

Project & Event co-ordination

  • Organise, co-ordinate and manage the planning, preparation, implementation, and follow-up of all the events organised by the team.
  • Provide all information and guidance necessary to enable effective event management, throughout all the different stages of the event organisation.
  • Provide input and guidance to the Team’s annual and key events, to both the substantial and administrative parts of the meetings.
  • Put in place a methodical system of statistics provision relative to events, to measure participation, satisfaction, gender, etc. and keep those statistics up to date on a regular basis.
  • Co-ordinate communications around the Programme, including ensuring the relevant sections of the OECD website relating to the work of the team are up to date and provide input for an efficient communication strategy and improvements for visibility of the website content, in collaboration with the CTPA Communications Team.
  • Stay abreast of new technologies and innovations in the field of event organisation and propose improvements to existing services and operational procedures.
  • Maintain and update databases relative to the workflows of the programme.
  • Provide administrative support to the Team. This includes organising meetings, preparing advisory notes with relevant information on decisions to be taken on logistical and organisational issues, identifying documents and other information which may be of use for the organisation of the Team’s work and taking any follow up action if required, ensuring deadlines are met.
  • Anticipate workload peaks, identify issues and optimize work methods; provide feedback to the Programme manager on the team’s workload and priorities.
  • Assist the Programme Manager in the recruitment and on-boarding processes for staff in the team, working closely with the Resource Management Unit.
  • Master OECD tools and procedures and personalise them to suit the Team’s needs; develop and disseminate best practices with the aim of organising the work of the Team in the most efficient and effective way.

Budget, co-ordination and monitoring

  • Work closely with the Programme Manager and Resource Management Unit to help prepare funding proposals, keeping track of deadlines and monitoring the funding status.
  • Undertake first line quality control of transactions for all types of expenditures, ensuring validity of the supporting documents and compliance with OECD’s financial policies and practices.
  • Oversee and co-ordinate the missions for colleagues and stakeholders, ensuring compliance with the OECD policies and practices and timely processing of expenses claims and other follow-up actions.
  • Stay informed about the Directorate’s work commitments, milestones and main sources of funding, and support policy staff in the implementation of the Programme of Work and Budget
  • Oversee the commitment of funds, preparation and monitoring of consultant contracts.

Liaison and other duties

  • Establish close contact with all stakeholders: the host countries, OECD Centres, the local experts, Committee Secretariats, international organisations and delegations, with a view to ensure successful collaboration.
  • Liaise with other support services and external suppliers/technicians, as appropriate, to ensure timely responses to requests and the rapid resolution of any difficulties.

Qualifications

Academic Background

  • A university degree with a specialisation in management or event management, business- or office administration, communication or comparable field.

Professional Experience

  • Proven experience in co-ordinating large, complex projects, and/or high-level events, in the public or private sectors.
  • Excellent knowledge of the Organisation’s administrative and meeting protocol and procedures or relevant experience acquired in other international organisations.
  • Demonstrated ability to design and introduce new workflows for programme efficiency.
  • Broad knowledge of current and emerging technologies and tools and a demonstrated ability to thrive and innovate in a technology-driven environment, would be an absolute asset for one of the positions.

Tools

  • Excellent knowledge and experience in the use of the Microsoft Office Suite (Word, Excel, Outlook, Powerpoint, Teams) and the standard range of software packages used in the Organisation and to make optimal use of these tools and any new technologies: SRM, eShare, O.N.E. Author, Community Space, Event Management System (EMS), Conference Reservation Management System (CRMS) and Concur.
  • Experience with PowerBI and Adobe Experience Manager would be a plus.
  • Knowledge of standard design software, e.g. Adobe Creative Suite, web publication and collaborative tools, In-Design, Articulate Storyline, etc. would be a plus for one of the positions.
  • Knowledge of social media tools, such as LinkedIn, Twitter, Youtube.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages, Spanish in particular, would be an important asset.

Contract Duration

  • Eighteen months fixed term appointment, with the possibility of renewal

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
